Discovery of Remains

Last week, Everman Police Chief Al Brooks announced the discovery of Noel's remains, stating, "I would like to tell him. 'Rest well little man. We'll take it from here.'" Brooks emphasized that the discovery was the result of a years-long investigation in which law enforcement "refused to give up on Noel." Tarrant County District Attorney Phil Sorrells added that investigators "will not stop working for justice for him."

Who is Cindy Rodriguez?

Cindy Rodriguez-Singh, a Texas woman, was placed on the FBI's Ten Most Wanted Fugitives list last year before her arrest in India. Investigators are not yet certain about the motive or manner of Noel's death, but they believe he was killed much before the welfare check in 2023, likely in 2022, as he was last seen alive in October 2022.

Court records reveal that Cindy abused and neglected Noel, describing him as "possessed" or a threat to other siblings. After her arrest, she was ruled incompetent to stand trial and has been assigned to psychiatric treatment.
