The report outlines a strategic vision where air taxis would initially operate from rooftops of hospitals and commercial buildings, focusing on time-sensitive missions such as medical logistics and organ transportation. "As India prepares for Advanced Air Mobility, rooftop vertiports offer an efficient, scalable, and cost-effective solution, especially in cities like Delhi, Mumbai, and Bengaluru," the report states. With land acquisition for ground-based vertiports proving both expensive and time-consuming, utilizing rooftops of commercial hubs, hospitals, tech parks, and residential towers presents a practical alternative that maximizes under-utilized real estate.

Overcoming Regulatory Hurdles

Despite the promising potential, significant regulatory challenges remain. The report notes that current DGCA regulations do not yet permit routine commercial vertical take-offs and landings from rooftops. Any future implementation would require careful evolution of applicable regulatory frameworks and comprehensive safety assessments.

The proposed rollout sequence begins with drone deliveries, progresses to medical logistics and organ transport, and eventually expands to include air ambulance services. This graduated approach allows for systematic testing and refinement of systems and procedures.

Financial Mechanisms and Investment Strategy

On the funding front, the report calls upon public financial institutions including SIDBI, banks, and government grant agencies to develop dedicated financing instruments specifically for Advanced Air Mobility projects. These could include:
