The third day of the ongoing budget session in the Uttarakhand assembly witnessed intense and heated exchanges between the ruling Bharatiya Janata Party (BJP) and the opposition Congress on Wednesday. The core of the controversy centered on the five-day duration of the session, with Congress members raising strong objections and questioning the procedural adherence.

Congress Questions Procedural Violations and Haste

Congress MLA Qazi Nizamuddin led the charge by questioning the scheduling of discussions on the governor's address and the state budget on the same day. He argued that this arrangement is contrary to the assembly's Rules of Procedure and Conduct of Business. Handing over a copy of the rule book to the Assembly secretary, Nizamuddin demanded clarity, stating, "How can discussion on the governor's speech and the budget be held on the same day? You need to tell us why the session is being held in haste. Is there an emergency to return? If there is any such emergency, please inform us and the people of Uttarakhand."

Other prominent Congress leaders, including Leader of the Opposition Yashpal Arya and Pritam Singh, joined in criticizing the government for limiting the budget session to just five days. Singh highlighted that the opposition's views were ignored in the Business Advisory Committee (BAC), leading both Arya and him to resign from the panel in protest. Singh emphasized, "The government is allowing only one day for discussion. How can 70 MLAs raise issues concerning their constituencies in such a short time?"

Government Response and Historical Context

In response, Assembly Speaker Ritu Khanduri Bhushan noted that the resignations from the BAC had not been accepted, maintaining procedural decorum. Parliamentary Affairs Minister Subodh Uniyal countered the Congress allegations by stating that Congress leaders had chosen not to participate in the BAC meetings themselves. Uniyal also pointed to historical precedent, mentioning that during previous Congress governments, discussions on the governor's address and the budget were sometimes limited to one or two days. He asserted, "There is no logic behind their claim," dismissing the opposition's concerns as unfounded.

The debate underscores deeper tensions in Uttarakhand's political landscape, with both sides standing firm on their positions. The session's short duration has become a flashpoint, reflecting broader issues of legislative efficiency and democratic representation in the state assembly.
