Telangana Budget 2026-27 Prioritizes Social Welfare with Increased Allocations
The Telangana government has reinforced its welfare-first approach in the 2026-27 state budget, significantly stepping up financial allocations for Backward Classes and minority communities while outlining a comprehensive welfare push that spans across different communities, regions, and livelihood sectors.
Substantial Funding Increases for Backward Classes and Minorities
The government has earmarked ₹3,769 crore for minorities in the latest budget, representing an increase of ₹178 crore compared to the previous fiscal year. For Backward Classes welfare, the allocation has been raised to ₹12,511 crore, up substantially from ₹11,405 crore allocated in 2025-26.
While allocations for Scheduled Castes and Scheduled Tribes appear lower on paper, government officials have clarified that there is no actual reduction in funding. They point to new schemes and spending that has been routed under separate budgetary heads as the reason for the apparent discrepancy.
Comprehensive Welfare Spending Across Communities
Overall, the Telangana government has allocated more than ₹36,000 crore across SC, ST, BC and minority welfare programs in the 2026-27 budget. This includes ₹11,784 crore specifically for Scheduled Castes and ₹7,937 crore for Scheduled Tribes welfare initiatives.
Finance Minister Bhatti Vikramarka emphasized the government's commitment to social justice, stating: "Our main objective is to ensure social justice to the SCs and STs. Through residential schools and skill development programmes, we are making concerted efforts to provide them with meaningful employment opportunities."
The minister highlighted specific infrastructure projects, including the sanctioning of 910 SC community halls, Ambedkar Bhavans, and statues at an estimated cost of ₹368 crore.
Commitment to SC and ST Sub-Plan Implementation
Vikramarka reaffirmed the government's commitment to fully implementing the SC and ST Sub-Plan Act while addressing past arrears. "Our government is firmly committed to full implementation of the SC and ST Sub-Plan Act. As on the day our government was formed, these arrears were additionally allocated. We are allocating these pending amounts as an addition to the sums required to be allocated for the financial year 2026-27," he explained.
New Social Infrastructure Projects Announced
The budget outlines several new social infrastructure initiatives, including a BR Ambedkar knowledge tower in Hyderabad and a hostel named after Babu Jagjivan Ram in Kachiguda. These projects aim to create educational and residential facilities that honor prominent social reformers while serving community needs.
Focus on Tribal Development and Regional Outreach
Extending the welfare focus to tribal areas, Finance Minister Bhatti stated: "The government is committed to tribal development." He outlined ambitious plans including the establishment of a tribal university in Mulugu, creation of new corporations, promotion of 'GIRI' products, and development of Adivasi seva kendras.
These initiatives signal a broader push to ensure that development reaches beyond urban centers and benefits communities across all regions of Telangana, particularly those in tribal and rural areas that have historically faced development challenges.
The comprehensive welfare approach in the 2026-27 budget demonstrates the Telangana government's continued emphasis on social justice and inclusive development, with substantial financial commitments to uplift marginalized communities through education, skill development, infrastructure, and employment opportunities.
