In a significant development, Pimpri Chinchwad Municipal Commissioner Vijay Suryawanshi has placed the civic body's Chief Accounts Officer and Finance Director, Pravin Jain, on compulsory leave. This decisive action comes just two days after the initiation of a formal inquiry into alleged financial irregularities involving the clearance of bills totaling a staggering Rs 52 crore.

Allegations of Procedural Violations in Bill Clearance

The controversy centers on accusations that Jain cleared bills for more than 70 different works in a single day on March 30. It is alleged that this was done without following established due procedure and without obtaining necessary approvals from either the standing committee or the municipal commissioner himself.

On Thursday, Commissioner Suryawanshi constituted a five-member inquiry committee to thoroughly investigate the matter. The committee is headed by Additional Municipal Commissioner Vijay Khorate and has been given a comprehensive mandate.

  • Examining whether similar practices were followed by the accounts department over the past three years

Transparency Measures and Administrative Adjustments

In an official order issued on Friday, Municipal Commissioner Suryawanshi stated that Jain was sent on leave to ensure a "transparent, fair and unbiased" inquiry process. The order emphasized that this decision was taken to prevent any potential interference with the investigation.

To ensure that the municipal corporation's functioning remains unaffected by this development, Chief Auditor Pramod Bhosale has been given additional charge of both the Chief Accounts Officer position and the finance department. This administrative adjustment aims to maintain continuity in financial operations while the investigation proceeds.

Political Dimensions and Opposition Demands

The issue was initially raised last week by Standing Committee Chairman and BJP corporator Abhishek Barne. He alleged that funds allocated for various development works had been revised without following proper procedure. Barne further claimed that signatures of several corporators were obtained to clear the bills, raising serious concerns that some of these signatures might have been forged.

It is noteworthy that the Pimpri Chinchwad Municipal Corporation is currently governed by the BJP, which holds a clear majority. The NCP and Shiv Sena, both part of the Mahayuti alliance, form the opposition in the civic body.

Opposition parties have been vocal in their criticism of the situation. NCP and Shiv Sena representatives have alleged that all corporators whose signatures appear on the proposal to clear the bills belong to the ruling BJP.

Shiv Sena leader and Standing Committee member Sulbha Ubale, along with Leader of the Opposition from the NCP, Bhausaheb Bhoir, have demanded a more extensive investigation. They have called for a detailed probe by an independent agency rather than an internal inquiry and insisted that all findings should be made public to ensure complete transparency.

Potential Legal and Regulatory Violations

Municipal Commissioner Suryawanshi has indicated that preliminary findings point to possible violations of several important regulations. These include potential breaches of budgetary control mechanisms, financial discipline protocols, and approval processes mandated under the Maharashtra Municipal Corporation Act of 1949.

Civic officials have highlighted specific norm violations, noting that revisions to funds allocated for development works under the annual budget cannot be carried out independently by the chief accounts officer. Such revisions require explicit approval from either the Standing Committee, budget meeting, or the municipal commissioner according to established procedures.
