Nagpur Zilla Parishad Budget Surpasses ₹50 Crore Milestone with Focus on Sustainability and Technology
In a historic development, the Nagpur Zilla Parishad (ZP) has presented a budget exceeding ₹50 crore for the first time in its history. Chief Executive Officer Vinayak Mahamuni unveiled a comprehensive outlay of ₹53.67 crore on Friday, marking a significant increase from last year's budget of ₹46.58 crore. This budget emphasizes sustainable growth, digital transformation, and inclusive rural development across the district.
Revenue Sources and Financial Allocation
The budget's primary revenue stream comes from stamp duty (mudrank), contributing ₹30 crore after statutory reservations. Additional funds are generated from gram panchayats through weekly markets, ponds, and bank interest, pushing the total allocation beyond ₹53 crore. Key departmental allocations include:
- General Administration: ₹4.58 crore
- Education: ₹5.38 crore
- Construction: ₹7 crore
- Rural Water Supply: ₹6 crore
- Social Welfare: ₹6 crore
- Women and Child Welfare: ₹3 crore
- Panchayat Department: ₹3.07 crore
Solar Energy and Water Conservation Initiatives
A major highlight of the budget is its strong focus on solar energy and water sustainability. Plans include installing approximately 1,400 KW solar systems across 350 out of 748 gram panchayats. These systems will solarize rural water supply schemes, aiming to reduce recurring electricity costs, particularly in high-consumption areas like Fetri and Nagardhan, where annual bills reach lakhs of rupees.
Water conservation efforts will involve source-strengthening measures such as recharge pits and rainwater harvesting, alongside routine pipeline repairs. Defunct reverse osmosis (RO) plants will be revived, with provisions for five-year annual maintenance contracts (AMCs) to ensure long-term functionality.
Digital Governance and Education Enhancements
The administration aims for 100% implementation of AI-based systems, including AI Tapal and monitoring dashboards, across departments like rural development and water supply. In education, the budget allocates ₹25 lakh for infrastructure, featuring new AI labs, 100 additional libraries under the DREAM project, ICT labs, and mobile AI labs on wheels.
Students in ZP schools will receive foreign language training in German and Japanese, with certification exams funded by the administration. Cluster schools with improved facilities and transport are planned, along with exposure visits to institutions like the Indian Space Research Organisation (ISRO).
Welfare and Empowerment Programs
The budget introduces several welfare initiatives, including support for disabled (divyang) individuals through partnerships with online delivery platforms. This includes providing vehicles, training via partner organizations, and employment opportunities. Women empowerment schemes target widows, single, and abandoned women, with over 45,000 such women in the district, offering training and job linkages through private collaborations.
Sanitation and waste management are also prioritized, aiming for better segregation and coverage in villages. The Panchayat Raj Abhiyan receives ₹3 crore for grassroots governance, marking its first allocation under this scheme.

Vinayak Mahamuni, ZP CEO, stated, "We have focused this year's Budget on sustainable growth, with solarisation, water conservation, and digital governance at its core. At the same time, we are strengthening education, healthcare, and livelihoods to ensure inclusive rural development. This is also the first time the ZP Budget has crossed the ₹50 crore mark."
