Nagpur Municipal Corporation Approves Major Prabhag Reshuffle Ahead of Zonal Elections

The ruling Bharatiya Janata Party (BJP) in the Nagpur Municipal Corporation (NMC) has cleared a significant proposal to realign ward allocations, affecting four key zones just weeks before the crucial zonal chairperson elections. This administrative move, approved in a general body meeting, is widely perceived as having substantial political implications, potentially altering the balance of power in the municipal body.

Details of the Prabhag Realignment

Under the new arrangement, the Dharampeth zone will now comprise three prabhags instead of its previous four, while the Satranjipura zone gains an additional prabhag. Specifically, prabhag 12 has been shifted from Dharampeth to Mangalwari zone. In a corresponding adjustment, prabhag 9 moves from Mangalwari to Ashi Nagar zone, and prabhag 6 transitions from Ashi Nagar to Satranjipura zone.

This reshuffle impacts the political strength of various parties, with the Mangalwari zone expected to see the most significant changes. The relocation of prabhag 9 is likely to weaken the Congress party, as four Congress corporators are anticipated to move out, reducing their influence. Conversely, the addition of a BJP-dominated prabhag from Dharampeth is projected to bolster the ruling party's position in Mangalwari.

Political Ramifications and Opposition Criticism

Leader of the opposition, Sanjay Mahakalkar, has strongly criticized the decision, alleging that the BJP is leveraging its majority in the 151-member NMC House to redraw the zonal structure to its advantage. He contends that the party, already holding a comfortable majority, should not resort to such political maneuvers, which he claims are designed to undermine the Congress and smaller opposition groups ahead of the elections.

In Ashi Nagar, the reshuffle deals a setback to smaller parties and minority-backed alliances, including the Muslim Bahujan Vikas Aghadi—a joint front of the All India Majlis-e-Ittehadul Muslimeen (AIMIM) and the Indian Union Muslim League (IUML). With six corporators from AIMIM and four from IUML, this alliance was considered a strong contender for the zonal chairperson post, supported by seven existing corporators and a potential backing from the lone Bahujan Samaj Party (BSP) corporator. However, the new prabhag rejig alters the political arithmetic, significantly weakening their chances.

Defense from the Ruling Party

Ruling party leader Narendra Borkar has defended the proposal, asserting that the changes are purely administrative and conducted in accordance with established rules. He emphasized that the new prabhag allocation aims to streamline the functioning of zonal offices and enhance coordination in civic works. Borkar expressed confidence that the BJP will secure a clear majority in most zones, thereby retaining control of the zonal chairperson positions.

Updated Zone and Prabhag Allocations

The realignment results in the following updated allocations across the affected zones:

  • Dharampeth: Prabhags 13, 14, and 15 (previously included prabhag 12)
  • Satranjipura: Prabhags 5, 6, 20, and 21 (gained prabhag 6)
  • Ashi Nagar: Prabhags 2, 3, 7, and 9 (gained prabhag 9, lost prabhag 6)
  • Mangalwari: Prabhags 1, 10, 11, and 12 (gained prabhag 12, lost prabhag 9)

Other zones, including Laxmi Nagar, Hanuman Nagar, Dhantoli, Nehru Nagar, Gandhibagh, and Lakadganj, remain unchanged in their prabhag compositions.

This strategic reshuffle comes at a critical juncture, with zonal chairperson elections scheduled for next month, setting the stage for heightened political dynamics in Nagpur's municipal governance.
