Mizoram Election Commission Takes Action Against Top Leaders for Alleged MCC Breach

The Mizoram State Election Commission (SEC) has escalated its enforcement of electoral norms by issuing showcause notices to two prominent political figures. Agriculture Minister PC Vanlalruata and Zoram People’s Movement (ZPM) legislator Lalmuanpuia Punte, who also serves as an adviser to the Chief Minister, are under scrutiny for allegedly violating the model code of conduct (MCC) during the ongoing campaign for the Aizawl Municipal Corporation (AMC) elections.

Details of the Alleged Violation and Official Response

Officials confirmed that both leaders have been directed to submit their explanations by 4 PM on April 17. This action stems from a formal complaint lodged by the Mizoram Pradesh Congress Committee (MPCC), which approached both the Mizoram People Forum (MPF) and the state election commission, citing breaches of election norms.

In its representation, the MPCC alleged that around 8 PM on April 15, the two leaders conducted campaign activities at Saikhamakawn near the Apex Bank area. The complaint highlighted that they used official vehicles displaying designation plates, which the party termed a clear violation of the MCC prescribed for elections overseen by the SEC.

Congress Party's Complaint and Evidence Submission

MPCC legal cell secretary H Lalmuankima, in the complaint, urged authorities to take prompt action, stating that the use of official vehicles and status identifiers during campaigning reflected a complete disregard for the election code. The party reported the matter immediately to the MPF Local Forum in Saikhamakawn and simultaneously submitted a formal complaint to the state election commission.

Furthermore, the MPCC recalled that a joint meeting of all political parties and the MPF was held on March 24, where all stakeholders collectively agreed to abide by the model code of conduct to ensure a level playing field during the campaign. Despite being fully aware of the code, the act of campaigning in such a manner reflects a blatant violation, the complaint stated, adding that photographic evidence had been submitted to support the allegations.

Role of Election Watchdog and Pending Decision

The Mizoram People Forum, a church-backed election watchdog, has also been urged to take cognisance of the matter as the AMC poll campaign intensifies. State Election Commissioner H Lalthlangliana confirmed that explanations from the minister and the adviser to the CM have been received, and a decision on the matter will be made soon, underscoring the commission's commitment to upholding electoral integrity.
