Mizoram Budget Presentation Faces Potential Delay as CM Signals Unreadiness
The presentation of Mizoram's annual budget for the fiscal year 2026-2027, initially slated for February 19, is likely to be deferred following indications from Chief Minister Lalduhoma that he may not be prepared to present it on the scheduled date. This development has prompted the state legislative assembly's Business Advisory Committee (BAC) to reconsider the calendar for the upcoming budget session.
BAC to Reconvene and Revise Session Schedule
Assembly Speaker Lalbiakzama confirmed that the BAC may meet again to adjust the session's timetable in accordance with the Chief Minister's request. "The house leader has conveyed that preparations are still underway. The BAC may meet again to revise the calendar of the upcoming budget session as desired by the CM," Lalbiakzama stated in an interview. Officials from the assembly secretariat have verified that the BAC will reconvene on Tuesday, February 10, to finalize the detailed program for the sixth session of the ninth assembly.
Governor to Inaugurate Session Amidst Calendar Uncertainty
Governor Gen VK Singh has summoned the session to commence on February 17. As per the BAC's earlier resolution, the session is planned to extend until March 12, covering a total of 16 days. On the inaugural day, Governor Singh will deliver his customary address, which will be followed by a motion of thanks and subsequent debate on February 18.
Unprecedented Calendar Adjustment Raises Eyebrows
A retired senior assembly official highlighted the unusual nature of this situation, noting that this appears to be the first instance where the BAC has had to modify its session calendar within a day of finalizing it. "Traditionally, we consulted the state finance department before fixing the date for budget presentation, based on its readiness," the official remarked, underscoring the deviation from standard procedural norms.
Chief Minister Lalduhoma, who also holds the finance portfolio, has not provided specific reasons for the potential delay, but his indication of unreadiness has set in motion a reassessment of the legislative agenda. The BAC's forthcoming meeting on February 10 will be crucial in determining the revised schedule and ensuring the smooth conduct of the budget session.
