In Kolkata, a persistent issue has resurfaced as a section of hawkers, previously removed from a designated pedestrian channel near the Oberoi Grand hotel, have begun flocking back to the area. This development has reignited concerns over pedestrian safety and urban encroachment in the bustling city center.

Encroachment and Police Response

Just a fortnight ago, hawkers spilled over from the Grand Arcade onto the pedestrian channel along Jawaharlal Nehru Road, creating congestion and hazards for walkers. Following a highlight of the issue by local media, a joint team comprising Kolkata Police and Kolkata Municipal Corporation (KMC) officials conducted a drive last week to clear the encroachments. However, the relief was short-lived as hawkers gradually returned, particularly in the evenings after dusk when crowd levels peak.

To address the initial problem, Kolkata Traffic Police had reserved the extreme left lane of the Park Street-bound flank exclusively for pedestrians. Guard rails were installed along the edge to segregate this lane from vehicular traffic, aiming to ensure a safe passage for both pedestrians and motorists. Police personnel were deployed to monitor the channel and encourage walkers to use it properly.

Pedestrian Struggles and Resident Outrage

Despite these measures, the resurgence of hawkers in the pedestrian channel has forced many pedestrians to jostle their way through, compromising their safety. In response, the police decided to remove the guard rails to make the lane more walkable, but this action inadvertently allowed some hawkers to take over portions of the channel again.

Manas Som, a resident of Bhowanipore who navigates this stretch daily, expressed frustration over the situation. "Instead of restricting hawkers and ensuring the right of passage for pedestrians on the pavement before Oberoi Grand, cops displaced pedestrians onto the road by setting up a channel for their safe passage. But that too got occupied by hawkers, forcing pedestrians into yet another traffic lane. Why should the rights of hawkers always take primacy over those of pedestrians?" he fumed, highlighting the ongoing conflict between street vendors and public space users.

Official Statements and Future Plans

According to a KMC official, the encroachment matter is set to be discussed at the next Town Vending Committee meeting to seek a consensus on resolving the issue. "It is challenging to remove illegal double-lane parking and hawkers in front of the Grand Arcade, covering the stretch past Lindsay Street to the Park Street flyover approach. Every evening, we are clean. But sometimes, after the end of traffic hours, post 9 pm, things return to the old ways," explained a Kolkata Police traffic wing officer.

The officer added that authorities are planning a special drive in collaboration with local divisional police from both New Market and Park Street police stations to address the recurring problem. This initiative aims to enforce regulations more effectively and prevent future encroachments, ensuring that pedestrian channels remain accessible and safe for all.

This ongoing struggle underscores the broader challenges of urban management in Kolkata, where balancing the livelihoods of hawkers with the rights of pedestrians continues to be a contentious issue. As the city grapples with these dynamics, residents and officials alike await concrete solutions from upcoming committee discussions and police actions.
