Communal tensions have erupted in Assam's Kokrajhar district following the alleged rape of a mentally challenged woman, leading to a district-wide shutdown, prohibitory orders, and an incident where the accused was shot by police while allegedly trying to escape custody.
Incident Sparks Widespread Unrest
The situation in western Assam turned volatile after the reported crime on Saturday in the Pathargat area of Kokrajhar. The incident quickly took on a communal dimension, prompting immediate action from local authorities and community groups.
The accused, identified as Rafikul Islam, was apprehended by the police. In response to the gravity of the situation, Deputy Commissioner Pankaj Chakravarty confirmed that a Special Investigation Team (SIT) was formed to conduct a thorough probe into the alleged rape.
Administration Imposes Strict Measures
Fearing a breakdown of law and order, the district administration moved swiftly. Citing "heightened public tension and apprehension of disturbance to public peace and tranquillity," the authorities imposed prohibitory orders under Section 144 of the CrPC across the district.
These orders strictly prohibit the assembly of more than four people and ban any form of demonstration. The Vishwa Hindu Parishad's district committee had called for a 12-hour shutdown in protest against the incident, which further escalated the tense atmosphere.
In an effort to douse the flames, the district administration convened a crucial peace meeting on Sunday. The gathering included district police officials, representatives from various political parties, social organisations, student bodies, and prominent citizens to appeal for calm.
Accused Injured in Police Encounter
Amid these tense peace-building efforts, a new development unfolded on Saturday night. The accused, Rafikul Islam, who was in police custody, sustained injuries in what the police described as an encounter.
Police officials stated that Islam was shot after he attempted to flee from custody. This incident added another layer of complexity to an already volatile situation, raising further questions and concerns.
Authorities Monitor Situation Closely
Deputy Commissioner Pankaj Chakravarty assured that the situation is under close surveillance. "The situation is being closely monitored, and necessary precautionary measures have been taken to maintain peace and tranquillity," he stated.
He further outlined proactive steps being taken, noting, "Vulnerable areas are being identified, with steps initiated for the installation of CCTV cameras and street lights." These measures aim to enhance security and prevent any further escalation of violence or unrest in the sensitive district.
The combined efforts of the administration—spanning from the constitution of an SIT and imposition of prohibitory orders to organising peace talks and enhancing security infrastructure—highlight the serious attempts to restore normalcy in Kokrajhar.
