Jharkhand Budget 2026-27 Unveils Major Rural Development Initiatives

Ranchi: Finance Minister Radha Krishana Kishore presented the state budget on Tuesday, outlining a comprehensive plan focused on rural development, employment generation, and the empowerment of women farmers. The budget proposes significant allocations to transform rural Jharkhand, addressing infrastructure gaps and social welfare.

Key Allocations for Rural Development

The budget has earmarked Rs 12,346.90 crore for rural development, making it the third-highest allocation after the women, child, and social security department (Rs 22,995.69 crore) and the primary and intermediate education department (Rs 16,251.43 crore). This substantial funding underscores the government's commitment to uplifting rural communities.

Key schemes include:

  • Abua Awas Yojna: Rs 4,100 crore allocated for providing houses to poor families.
  • Mukhyamantri Gram Sadak Yojna: Rs 1,000 crore for constructing new roads in rural areas.
  • Mukhyamantri Gram Setu Yojna: Rs 730 crore for building bridges.
  • Palash Mart: Rs 66 crore for marketing products from sakhi mandals (women's self-help groups).
  • Women Farmers' Empowerment: Rs 70 crore dedicated to supporting women in agriculture.

Strengthening Local Governance and Infrastructure

The Panchayati Raj Department has been allocated Rs 2,283 crore for 2026-27 to strengthen panchayat institutions, upgrade secretariats, and reinforce local self-governance mechanisms. Additionally, the Rural Works Department receives Rs 5,081.74 crore to enhance rural infrastructure and connectivity.

Rural Development, Rural Works, and Panchayati Raj Minister Deepika Pandey Singh described the budget as inclusive and transformative. She highlighted that through 250 schemes for women, nearly Rs 34,000 crore has been provided, with gender budgeting increased to 35%. Under child budgeting, over Rs 10,000 crore (more than 10% of the outlay) has been earmarked for 132 schemes aimed at improving the lives of rural residents and strengthening local governance.

Focus on Agriculture and Rural Economy

The government has proposed Rs 4,884.20 crore for agriculture and allied activities, targeting debt-free farmers, increased income, and overall agricultural development. This includes ongoing schemes for seed production, soil and water conservation, solar-powered irrigation, and farm mechanization.

Finance Minister Kishore emphasized that top priority has been given to strengthening the rural economy. He noted that many rural residents face extreme poverty, diseases, and lack of education, with provisions made in the budget to uplift them. Approximately 40% of villages lack road connectivity, and the government aims to link them with proper communication modes.

Challenges and Future Plans

Kishore also addressed challenges related to forest cover, which accounts for 33% of Jharkhand. Many villages are located in forested areas, and the forest department has raised objections to development work clearances. The government is working on methods to undertake development in areas where van pattas (forest land rights) have been granted to villagers, ensuring balanced progress and environmental considerations.
