Himachal Pradesh Nearing Financial Emergency, Claims Opposition Leader Jai Ram Thakur
In a scathing critique of the state government's fiscal management, Leader of Opposition Jai Ram Thakur has declared that Himachal Pradesh is on the brink of a financial emergency. Thakur labeled the recently presented budget as boring and meaningless, highlighting severe economic distress indicators that suggest the hill state is heading towards unprecedented financial turmoil.
Salary Deferment Signals Impending Crisis
Thakur pointed to the government's decision to defer a percentage of salaries for ministers, legislators, and government officials for six months as a critical red flag. "Salaries cannot be cut unless there is a financial emergency," he asserted. "This deferment essentially represents a stage just before the declaration of a financial emergency, indicating the dire straits the state's finances are in." This move, according to the opposition leader, underscores the administration's inability to manage fiscal resources effectively, pushing Himachal Pradesh closer to a formal economic crisis.
Budget Size Reduction Reflects Economic Downturn
Further intensifying his attack, Thakur noted that the current budget is approximately Rs 3,500 crore smaller than the previous year's allocation. "Having witnessed 29 budgets presented in this Vidhan Sabha, I have always seen each one larger than its predecessor," he remarked. "This reduction is a clear sign that the state is heading towards tough times, with dwindling revenues and escalating financial pressures." The shrinkage in budget size, he argued, reflects a broader economic slowdown and inadequate planning by the ruling government.
Rising Fiscal Deficit and Stalled Development
Thakur also highlighted alarming trends in fiscal management, including a continuously rising fiscal deficit and a sharp decline in funds allocated for capital expenditure. "For the first time in the state's history, we have less than Rs 20 out of every Rs 100 left for capital expenditure," he revealed. "This drastic cutback shows that development activities have come to a complete halt, jeopardizing infrastructure projects and public welfare initiatives." The opposition leader criticized the Chief Minister for delivering a lengthy four-hour budget speech that, in his view, lacked substantive content and failed to address these critical issues.
