Himachal Pradesh Government Vigorously Defends Revenue Deficit Grant Discussion in State Assembly

The Himachal Pradesh government on Monday mounted a strong defense of its decision to prioritize discussion on the discontinuation of the revenue deficit grant (RDG) by the 16th Finance Commission in the state legislative assembly. This move came amid objections from the opposition Bharatiya Janata Party (BJP), with the government firmly asserting that the grant represents the state's constitutional entitlement rather than charity from the central government.

Chief Minister Challenges Opposition on Joint Approach to Prime Minister

Chief Minister Sukhvinder Singh Sukhu directly questioned BJP legislators about their willingness to join the state government in approaching Prime Minister Narendra Modi to restore the crucial revenue deficit grant. Emphasizing the significant potential impact of the Finance Commission's recommendations, Sukhu stated unequivocally that his administration would protect Himachal Pradesh's economic interests at all costs.

The chief minister urged the assembly to prioritize discussion on the RDG issue over the motion of thanks on the governor's address being pressed by the opposition. He noted that Parliament was likely to pass the Union Budget on March 17, which would incorporate the commission's recommendation to discontinue the revenue deficit grant from the upcoming financial year.

Government Reassurances on Pension Scheme and Electricity Board

In his address to the assembly, Sukhu provided important reassurances on two other critical matters. He confirmed that the old pension scheme (OPS) would continue without interruption and that the state electricity board would not be privatized. Instead, the government plans to strengthen the board through strategic improvements and reforms.

The chief minister clarified that the motion of thanks to the governor's address would receive detailed discussion after the revenue deficit grant issue had been properly addressed by the legislative body.

Opposition Leader Criticizes Government Financial Management

Leader of the opposition Jairam Thakur expressed readiness to debate the revenue deficit grant issue but launched sharp criticism against the state government's financial management. Thakur highlighted that state debt had risen dramatically from Rs 69,600 crore under the previous BJP government to approximately Rs 1.10 lakh crore under the current administration.

The opposition leader warned that salaries, pensions, and various development programmes could face significant risks due to the state's deteriorating financial position. He urged reconsideration of various government appointments and stressed that political statements against the Prime Minister would not resolve the state's mounting financial challenges.

Constitutional Basis and Potential Economic Impact

Earlier in the session, parliamentary affairs minister Harshwardhan Chauhan explained the constitutional foundation of the revenue deficit grant while moving the resolution in the House. He detailed that the RDG had been provided to Himachal Pradesh under Articles 275 and 280 of the Constitution from the fifth through the 15th Finance Commission periods.

However, based on the 16th Finance Commission's recommendations, the central government has decided to discontinue the grant from the upcoming financial year. Chauhan warned that this discontinuation could trigger a serious economic crisis affecting Himachal Pradesh's entire population of approximately 75 lakh people, potentially impacting essential services and development initiatives across the state.

The assembly discussion highlighted the deepening political divide over fiscal management, with the ruling government emphasizing constitutional entitlements and the opposition focusing on expenditure control and debt management as critical components of state financial health.
