However, preliminary investigations reveal that the leasehold was transferred to Shambhu Kumar through an agreement for sale. This transfer allegedly occurred without the prior approval of the competent authority and without any formal application for lease transfer, raising red flags over procedural breaches.

In a related development, the office of the deputy collector issued a notice two days ago to Shiv Prasad Mehta, a BJP worker.
