In a significant move towards long-term planning, the Haryana government is crafting its Vision Document 2047 around six core strategic themes, with Chief Minister Nayab Singh Saini announcing that the state's upcoming budget will be fully aligned with these priorities. The announcement came during a pre-budget consultation held in Gurgaon on Tuesday, signaling a shift towards outcome-oriented development.
The Six Pillars of Haryana's Future
Chief Minister Saini, addressing stakeholders at the Gurugram University auditorium, detailed the six strategic themes that will form the backbone of the Haryana Vision 2047. The themes are finance and security; education, skill development and employability; health and nutrition; agriculture, food security and environmental conservation; infrastructure development; and projects based on regional development and local self-governance.
The CM emphasized that the government is moving decisively in the direction of holistic development. He stated that departmental plans must be linked to a clear vision, with a greater focus on tangible outcomes rather than just activities. "Bringing meaningful improvement in the lives of citizens has been the priority of the Haryana government," Saini affirmed during the meetings scheduled for Tuesday and Wednesday.
From Consultation to Roadmap
The formulation of the Haryana Vision 2047 roadmap has been a consultative process. To prepare the vision for the fiscal years 2026–27, the Chief Minister held extensive discussions with representatives from key sectors including industry, health, information technology, and education. Saini highlighted that the vision document was prepared through extensive consultation, in-depth study, and the participation of experts.
"The Haryana government would play its role in realising the dream of Developed India 2047 by focusing on six pillars, following meaningful brainstorming," the Chief Minister told the gathering. He positioned Haryana as a potential growth engine for the national vision of a developed India by 2047, asserting that work is being carried out in a planned manner to ensure the state's contribution is substantial and in the national interest.
Budget Alignment and Outcome Focus
A key takeaway from the pre-budget discussion is the direct link between the visionary document and fiscal planning. The next budget of Haryana will be meticulously aligned with the six strategic themes, ensuring that financial resources are channeled towards these identified areas of long-term importance.
This approach underscores a significant policy shift where developmental planning is being driven by a clear, long-term vision centered on specific outcomes. The focus on local self-governance within the themes suggests a push for decentralized development, while the inclusion of health, jobs, and agriculture addresses fundamental public needs. The state's strategy appears designed to create a synergistic effect where infrastructure, finance, and regional projects collectively boost education, employability, and overall quality of life.
