Goa MLA Viresh Borkar Introduces Four Private Members' Bills to Protect Fragile Ecosystems
In a significant move following his recent hunger strike, Revolutionary Goans MLA Viresh Borkar has decided to introduce four private members' bills aimed at protecting Goa's fragile and eco-sensitive lands. These bills are scheduled for discussion during the upcoming budget session of the state legislative assembly, which commences on March 6.
Legislative Push for Environmental Conservation
RG president Manoj Parab confirmed the submission, stating, "We have put Justice Rebello's bill for the assembly session and three separate bills of ours as private member's bills." This legislative initiative underscores the party's commitment to addressing environmental concerns through formal parliamentary channels.
Key Provisions of the Proposed Bills
The proposed legislation includes several critical amendments and new regulations designed to enhance land protection in Goa:
- TCP (Amendment) Bill, 2026: This bill seeks the revocation of Section 39A of the TCP Act, a move intended to strengthen urban planning controls and prevent unchecked development.
- Goa Panchayat Raj (Amendment) Bill, 2026: Aimed at defining mega housing projects within panchayat jurisdictions, this bill empowers gram sabhas to make decisions regarding large residential and commercial developments in villages, thereby promoting local governance.
- Goa Land Protection and Conservation Bill, 2026: This comprehensive bill focuses on restricting the sale and conversion of fragile eco-sensitive areas, ensuring that these lands are preserved for future generations.
Together, these bills represent a holistic approach to environmental stewardship, combining regulatory reforms with community empowerment to safeguard Goa's natural heritage.
