As Tamil Nadu gears up for elections, the fishing community's approximately 1.5 lakh votes have become a critical battleground in at least seven coastal constituencies stretching from Tiruvottiyur to Shollinganallur. Political parties are actively courting these voters, recognizing their potential to sway tight electoral contests.

Community Discontent Over Ticket Distribution

Despite sweeping all fishing constituencies in the 2021 elections, the DMK faces significant discontent within fishing communities this time. Community leaders in Ennore and Tiruvottiyur fishing villages, which collectively boast about 60,000 votes, express frustration that DMK has not nominated any candidate from their community this election cycle.

"They should have given the ticket to a fisherman, who understands our issues," emphasized M Raja, a fishermen's union member in Ennore. "The voters will choose a party which gave seats to fishermen."

Strategic Seat Adjustments and Community Representation

In a notable strategic shift, DMK has ceded the Tiruvottiyur constituency to CPM this election. The CPM has fielded L Sundara Rajan, a trade union leader, while AIADMK has nominated K Kuppan, a member of the fishermen community. This move comes as DMK attempts to address what it calls "equality in representation" across different communities.

Kavi Ganesan, DMK councillor from Tiruvottiyur, explained: "The constituency has a large number of nadars, adi dravidars and muslims. The party offered seats to fishermen for 20 years straight. The change in strategy aims for equality in representation."

Unfulfilled Promises and Local Issues

Fishermen across multiple constituencies cite numerous unaddressed concerns. In Ennore's Kattukuppam village, residents express dissatisfaction with incumbent MLA KPP Shankar for failing to assist during protests over blocked estuaries and non-restoration of Kosasthalaiyar river. Environmental incidents involving ammonia and oil leaks from nearby industries have further eroded confidence in local representation.

"He promised us jobs, but they didn't materialize," Raja added, highlighting the gap between political promises and ground realities.

Infrastructure and Environmental Concerns

In Tiruvottiyur, fishing communities urgently demand a sewage treatment plant to address pollution in Buckingham Canal, where industrial effluents and waste continue to drain unchecked. Meanwhile, Kasimedu's fishermen battle poor returns on export-quality catches and inadequate infrastructure at the newly constructed Tuna harbor.

C V R Raghu Segar, president of the deep-sea fishing boat owners association, criticized the blanket fishing ban as unfairly penalizing deep-sea operations that pose no threat to coastal breeding grounds. "The pricing is being cartelized," he noted, adding that while DMK has launched several projects, "only ministerial representation can offer us solutions."

Alternative Political Alignments Emerging

Political dynamics show interesting shifts across constituencies. In Royapuram, approximately 30,000 fishermen express disappointment with their incumbent MLA for insufficient engagement with Kasimedu hamlets. At Marina Loop Road, dissatisfaction centers on stall removals, housing shortages, and beach beautification projects that displaced fishing boats.

Notably, many houses and shops in the area prominently display flags and banners supporting TVK and actor Vijay. "For young fishermen, Vijay seems to be an option," observed S Prashanth, a fisherman from Srinivasapuram.

Development Claims and Counterclaims

Incumbent MLA Dha Velu defended his record, stating: "We have built a new fish market for them on Loop Road, and a new one was coming up near Srinivasapuram. We have also sanctioned housing units." However, these claims face skepticism from community members who cite ongoing challenges.

Electoral Implications and Strategic Calculations

For DMK, convincing Thiruvanmiyur and Besant Nagar fishermen facing eviction threats remains crucial, as their approximately 5,000 votes could determine the victory of ally Congress' MLA Hassan Maulana. K Karthik, son of AIADMK candidate Kuppan and a party councillor, offered analysis: "Historically, only fishermen contested in Tiruvottiyur, but DMK gave up the seat as anti-incumbency is high for the party and the candidate."

The fishing community's electoral choices will significantly influence outcomes across these coastal constituencies, with parties scrambling to address long-standing grievances while balancing broader coalition mathematics and representation strategies.
