In a significant development aimed at curbing the escalating human-elephant conflict in coastal Karnataka, Forest Minister Eshwar Khandre has given a firm assurance that an Elephant Task Force (ETF) will be operational in Dakshina Kannada district from next week. The decision came after a high-level meeting with MLC Kishore Kumar Puttur at the Suvarna Soudha in Belagavi.
Urgent Plea for Action in Forest-Fringe Villages
MLC Kishore Kumar Puttur held detailed discussions with the minister, highlighting the severe and recurring crisis in the taluks of Sullia, Kadaba, and Belthangady. He presented a grim picture of wild elephants repeatedly raiding agricultural lands, destroying vital cash crops like arecanut, coconut, and banana. This has led to severe financial losses for the farming community, pushing many to the brink.
Beyond crop damage, the MLC drew urgent attention to the tragic loss of human life and cases of serious injury caused by elephant attacks. He stated that these incidents have created a pervasive climate of fear among residents living in villages bordering the forests. "It is deeply distressing that farmers living in forest-border villages are forced to live under constant fear," Puttur emphasized, asserting that only prompt government intervention can ensure their safety.
From Assurance to Action: ETF to Become Reality
Recalling a prior promise made by Minister Khandre on the floor of the legislative council, the MLC insisted on its immediate ground-level implementation. He explained that a functional ETF is critical for monitoring elephant movement, enabling rapid response teams, and thereby reducing both crop damage and human casualties. He expressed confidence that the force would offer a permanent solution to the enduring menace.
Responding positively, Forest Minister Eshwar Khandre provided a clear and timely assurance. The ETF will be activated starting next week. Furthermore, he announced plans for a personal visit to Sullia after the conclusion of the current assembly session. There, he intends to convene a joint meeting with MLC Puttur, the local MLA, other public representatives, and affected farmers to deliberate on long-term strategies.
Comprehensive Plan for a Permanent Solution
The minister outlined that the government's approach will be scientific and thorough. A comprehensive action plan will be drafted, encompassing several key aspects:
- Studying elephant movement patterns and identifying conflict hotspots.
- Establishing robust emergency response mechanisms.
- Evaluating and installing effective fencing and barrier systems.
- Implementing strategic lighting arrangements in vulnerable areas.
- Deploying technology-based surveillance for early warning.
Minister Khandre reiterated that protecting the lives and property of farmers in forest-fringe villages is a top priority for the government. The establishment of the Elephant Task Force marks a crucial first step in translating this priority into tangible, on-ground security and relief for the people of Dakshina Kannada.
