Mumbai Forms Committee to Resolve Dharavi Koliwada Boundary Dispute

In a significant development, State Revenue Minister Chandrashekhar Bawankule has announced the establishment of a high-level committee to delineate the boundaries of Dharavi Koliwada. This move comes in response to strong opposition from local residents who are contesting the inclusion of their area in the Dharavi Redevelopment Project (DRP). The residents have been vocal in their demand for the restoration of land on which government buildings have been constructed, arguing that it rightfully belongs to the Koliwada community.

Committee Composition and Timeline

The committee will be headed by the Konkan divisional commissioner and includes key officials such as the BMC commissioner, Mumbai city and suburbs collectors, and the land commissioner. According to Bawankule, this panel is tasked with submitting a comprehensive report to the government within a strict timeframe of three months. The formation of this committee underscores the government's intent to address the grievances of the Koliwada residents in a structured and timely manner.

Residents' Heritage and Religious Demands

On Wednesday, Congress MLA Jyoti Gaikwad led a delegation of Dharavi Koliwada residents to meet with Minister Bawankule. During the meeting, residents emphasized the historical significance of the Koliwada, which has existed since the 12th century and is recognized as a heritage precinct. They insisted that the area should be completely excluded from the DRP to preserve its cultural and historical integrity. Additionally, the residents put forth demands for the local temple dedicated to the deity Khandoba and the adjacent Holi Maidan to be granted official status as a religious center, further highlighting the community's deep-rooted cultural ties to the land.

Recent Conflicts and Legal Stance

The dispute escalated recently when Navbharat Mega Developers Pvt Ltd (NMDPL), the special purpose vehicle (SPV) established to execute the redevelopment project, initiated barricading of government quarters constructed by Mhada. These quarters house entities such as ONGC, AEML, BEST, and GRP. Koliwada residents strongly opposed this action, asserting that the land in question is part of Dharavi Koliwada and should not be included in the redevelopment area.

In response, an NMDPL spokesperson clarified that the SPV has officially taken possession of these buildings as they fall within the designated Dharavi Redevelopment area. The spokesperson stated, "NMDPL is not a party to any legal dispute related to the land as all land parcels vest with the DRP/SRA. The protests by the Koliwada residents relate to their claims regarding land rights with the state authorities." This statement underscores the complex legal and administrative challenges surrounding the project, with the SPV distancing itself from direct involvement in land ownership disputes.

The establishment of the committee marks a critical step towards resolving these tensions, balancing redevelopment goals with the preservation of community heritage and rights. As the three-month deadline approaches, all eyes will be on the committee's findings and their potential impact on the future of Dharavi Koliwada.
