The proposed underpass at Jalahalli Cross in Bengaluru, a critical junction on Tumkur Road for commuters entering the city, has been stuck in bureaucratic and logistical limbo for nearly eight years. Originally approved during the 2017–18 fiscal year under the Chief Minister's Nagarotthana Scheme, this infrastructure project was designed to alleviate the notorious traffic congestion that plagues this major roadway. However, persistent delays in acquiring necessary land have left commuters, pedestrians, and local residents increasingly frustrated.

Project History and Administrative Shifts

Initially, the Bruhat Bengaluru Mahanagara Palike (BBMP) was tasked with implementing the underpass. To facilitate construction, authorities notified 48 properties for acquisition. Despite these efforts, the acquisition of 26 properties remains incomplete, significantly stalling progress. Following administrative reforms, including the formation of the Greater Bengaluru Authority and the creation of five new city corporations, responsibility for the project has now been transferred to the Bengaluru West city corporation.

Financial Implications and Cost Breakdown

To date, approximately Rs 85.7 crore has been expended on land acquisition efforts. An additional Rs 53.6 crore is required to secure the remaining 26 properties. The civil construction of the underpass itself is estimated to cost Rs 57.2 crore, bringing the total project expenditure to nearly Rs 170 crore. This substantial investment underscores the project's importance in addressing Bengaluru's chronic traffic issues.

Resident Concerns and Community Reactions

Local residents, who have long awaited relief from traffic woes, have expressed cautious optimism about the corporation's decision to prioritize the project. However, they warn that further delays could exacerbate congestion at the already overwhelmed junction. Nagarajan R, a long-time resident, emphasized the necessity for meticulous planning before commencing work to avoid disruptions.

Srinidhi Swaminathan, another resident living near Jalahalli Cross, highlighted practical concerns: "If executed well within the designated timeframe, the underpass will greatly benefit residents. However, we are anxious because the existing road will be narrowed during construction. There is a real fear that the work might drag on indefinitely without timely completion."

Official Statements and Future Plans

Officials from the Bengaluru West city corporation have indicated that efforts are underway to kickstart the project. SL Papareddy, the executive engineer of the Rajarajeshwari Nagar zone, explained that the corporation is currently awaiting funds to finalize the remaining land acquisitions. "We are planning to begin civil works by the end of next week and proceed with land acquisition in parallel. The project was recently handed over to us from BBMP Major Roads. We are committed to expediting the process and ensuring timely completion," Papareddy stated.
