Andhra Revenue Minister Vows Transparent Land Resurvey to Eliminate Legal Conflicts
In a significant development for property documentation in Andhra Pradesh, Revenue Minister Anagani Satyaprasad provided a detailed assurance to the legislative assembly on Thursday. He emphasized that the state's comprehensive resurvey of land records is being executed with utmost transparency and a fool-proof methodology, specifically designed to prevent future legal disputes over land ownership and boundaries.
Progress Update and Response to Legislator Query
Responding to a pointed question from Telugu Desam Party (TDP) legislator Gali Bhanu Prakash during the assembly's Question Hour, Minister Satyaprasad delivered a thorough progress report. He revealed that the government has successfully completed the resurvey process in 39 percent of the state's villages. This substantial coverage accounts for approximately 27 percent of the total land area under review, marking a critical phase in the extensive administrative exercise.
The minister explained that the current initiative, termed Re-Survey 2.0, is being implemented systematically to rectify numerous errors committed during the previous administration's hurried survey efforts. He noted that the earlier exercise was conducted in a rushed manner, which led to widespread discrepancies, confusion among landowners, and a flood of complaints regarding inaccuracies in land extent and official records.
Addressing Past Mistakes and Current Grievances
"During the previous regime, the re-survey was conducted in a hurried manner, resulting in numerous mistakes. During gram sabhas alone, we received a staggering 2.79 lakh complaints directly related to the re-survey process," Minister Satyaprasad stated categorically. He highlighted the government's responsive approach by announcing that an impressive 98 percent of these issues pertaining to land extent variations have already been resolved satisfactorily.
Furthermore, the minister provided additional data on grievance redressal. Apart from the complaints raised in village assemblies, about 7.5 lakh issues were formally recorded through the Joint Land Parcel Maps (Joint LPMs) system. Of these, a substantial 2.98 lakh grievances have been effectively addressed to date. The coalition government is actively taking corrective measures to ensure complete transparency and absolute accuracy in all land records, he affirmed, underscoring the administration's commitment to procedural integrity.
Distribution of Pattadar Passbooks and Revised Timeline
Highlighting tangible progress on the ground, Satyaprasad informed the legislative house that 19 lakh pattadar passbooks have already been distributed to landowners across the state. An additional 14 lakh passbooks are scheduled for issuance once the comprehensive resurvey is fully completed and verified. This step is crucial for providing farmers and property owners with legally recognized documentation.
"Unlike the previous government, which allocated only 135 days for the entire exercise, we are deliberately carrying it out over 223 days to ensure meticulous accuracy and avoid further errors," the minister elaborated. This extended timeline reflects a strategic shift towards quality and precision over speed, aiming to build a robust and reliable land record system.
Field-Level Implementation and Broader Objectives
Providing an update on field-level implementation, Minister Satyaprasad disclosed that the resurvey has been conclusively completed in 7,926 villages statewide. Simultaneously, active work is currently underway in another 2,998 villages, indicating sustained momentum in the administrative drive.
He reiterated that the core objective of this revised and thorough exercise is to create completely error-free land records, safeguard the legitimate interests of farmers and landowners, and bring greater clarity and legal certainty to property documentation across Andhra Pradesh. This initiative is positioned as a foundational reform to enhance governance, reduce litigation, and support agricultural and real estate sectors through reliable data.
