The Town and Country Planning (TCP) Department in Goa has taken a decisive step by issuing a notification to restore 1 lakh square meters of agricultural land to a no-development zone. This land, previously designated as a settlement area in the Regional Plan 2021, will now be protected from construction activities, marking a significant victory for environmental conservation and local community efforts.

Background and Local Protests

The decision comes after strong objections from residents and the Cavelossim panchayat, who raised concerns about a proposed real estate project in the low-lying agricultural area. Villagers and activists protested vigorously to prevent environmental damage and safeguard the village's farming heritage. The land in question features mangroves, with parts used as orchard and paddy fields, which were being cleared and filled to make way for three villas.

In March, the Cavelossim panchayat conducted a site inspection to review the permissions granted for these villas, which were slated for construction in low-lying areas and paddy fields. Following this, the panchayat wrote to the TCP department, urging the revocation of technical clearance. Benaulim MLA Venzy Viegas also expressed his concerns, adding political weight to the local demands.

TCP Department's Response and Decision

TCP Minister Rane addressed the issue, stating, "In the past, they put wrongly represented papers. We are reverting the land to its original use of paddy field. After going through the file, we have taken a decision to restore the land." This move corrects previous errors in zoning and aligns with the department's commitment to land conservation.

Locals had pointed out that the TCP department initially granted technical clearance for the three villas based on the zoning in the Regional Plan 2021. They emphasized that the low-lying areas serve as a crucial catchment for rainfall, and filling up the land could lead to flooding in nearby regions, highlighting the environmental risks involved.

Minister Rane indicated that more announcements regarding land conservation are forthcoming, based on a comprehensive study conducted by the department.
