Uttarakhand Mandates Water Bells in Schools to Combat Heatwave Risks
In a proactive move to safeguard students from escalating temperatures, Chief Secretary Anand Bardhan has issued a directive requiring all schools across Uttarakhand to implement a water bell system. This initiative mandates that schools ring a bell every two hours during class sessions, reminding students to drink water and stay hydrated, thereby preventing dehydration-related health issues.
Comprehensive Heatwave Preparedness Measures
The order was announced during a high-level meeting with senior government officials, as the state braces for potential heatwaves amid rising mercury levels. Bardhan emphasized that protection of students’ health must be the highest priority in light of the forecasted extreme weather conditions. Beyond the water bell, authorities have been instructed to adjust school timings where necessary, ensure proper ventilation in classrooms, and maintain adequate stocks of Oral Rehydration Solution (ORS) and essential medicines.
Additionally, the chief secretary directed that students receive education on practical measures to shield themselves from heat stress, reinforcing a holistic approach to health and safety in educational settings.
Statewide Action Plan for Heatwave Management
Expanding the scope beyond schools, Bardhan outlined a series of measures to mitigate heatwave impacts across Uttarakhand. District magistrates have been ordered to impose temporary bans on construction work in areas experiencing water shortages, particularly during the summer months. He also mandated the establishment of clean drinking water facilities at key public locations such as bus stands, railway stations, and markets.
Emphasizing coordinated efforts, Bardhan stated, "A heatwave action plan should be prepared in every district, with sensitive hotspot areas identified for special monitoring and relief arrangements." To ensure rapid response, 24x7 control rooms will be operated statewide, enhancing emergency preparedness.
For public water supply, continuous access to clean drinking water must be guaranteed at urban and rural sites, including markets, panchayat bhavans, and other gathering spots. In anticipation of water crises, advance plans involving tankers, monitoring of tubewells, and alternative supply systems are to be developed, with resources pre-arranged to avoid disruptions during peak demand periods.
Healthcare and Worker Safety Initiatives
Regarding healthcare services, all hospitals are required to ensure sufficient beds, dedicated wards, essential medicines, ORS, and ice packs for treating heatwave-affected patients. For outdoor workers, Bardhan directed adjustments to work schedules to avoid peak afternoon heat, alongside provisions for shaded rest areas, ice packs, drinking water, ORS, and first aid at workplaces.
Workers will also be educated on self-protection measures against heatwaves. Furthermore, temporary cooling shelters and water kiosks (pyaus) are to be set up in public areas across both urban and rural regions, ensuring water access for those in need.
