A significant inter-state jurisdictional conflict erupted on Wednesday after Shimla Police formally registered a First Information Report (FIR) against approximately 20 personnel from the Delhi Police force. The FIR alleges the abduction of three members of the Youth Congress, triggering a series of dramatic events including detentions and court interventions.

Sequence of Events Leading to the FIR

According to an official statement released by Shimla Police, authorities received critical information early Wednesday morning. The report indicated that between 15 to 20 unidentified individuals, dressed in plain clothes, arrived at the Chanshal Resort located in Mandli village, Chirgaon, within the Rohru area.

These individuals allegedly forcibly took away three guests who were staying at the resort. Furthermore, they seized a Mahindra Thar vehicle belonging to the guests and removed the Digital Video Recorder (DVR) from the CCTV cameras installed at the resort premises. Notably, this action was carried out without issuing any formal seizure memo or receipt, as confirmed by Shimla Police officials.

Based on a formal complaint filed regarding this incident, an FIR was registered at the Chirgaon police station, and a comprehensive investigation was immediately initiated.

Detentions and Court Proceedings

Upon learning about the operation conducted by Delhi Police, the Himachal Pradesh Police swiftly established a checkpoint at Dharampur in the Solan district. In the afternoon, they detained the entire Delhi Police team along with the three individuals who had been taken from the resort.

The group was subsequently escorted to the Shimla district court. At the court, Delhi Police presented documents related to an existing FIR filed in Delhi, attempting to justify their actions. However, Himachal Pradesh authorities strongly contested the legality of the arrests, labeling them as "illegal" due to the failure to inform local police prior to the operation.

Delhi Police, in turn, accused their Himachal counterparts of obstructing official duty. After reviewing the case, the court permitted Delhi Police to take the three Youth Congress members—identified as Arbaz, Siddharth, and Saurabh—to Delhi for further legal proceedings.

Second Detention and Medical Examinations

As the Delhi Police team proceeded towards Delhi in the evening, they were stopped once again by Shimla Police near Shoghi. This time, authorities informed them that an FIR had been registered against them for the alleged abduction and directed them to join the ongoing investigation.

Later, Delhi Police arranged for medical examinations of the three arrested Youth Congress workers at Deen Dayal Upadhyay Hospital in Shimla. The medical examinations are currently being conducted, after which Delhi Police plan to produce the accused before the Chief Judicial Magistrate (CJM) court in Shimla. They intend to seek transit remand to legally transfer the individuals to Delhi.

Background and Political Reactions

This incident follows a previous raid conducted by Delhi Police on February 21 at Himachal Sadan in Delhi. Intelligence suggested that Youth Congress members who participated in a protest at Bharat Mandapam were staying there.

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, who was in Delhi along with other ministers at the time, condemned the Delhi Police action. He emphasized that Delhi Police should have at least informed Himachal Pradesh government officials before undertaking such an operation, highlighting concerns over jurisdictional protocols and inter-agency coordination.

The ongoing dispute underscores deepening tensions between state police forces and raises critical questions about legal procedures and interstate cooperation in law enforcement matters.
