The Seraikela-Kharsawan district police in Jharkhand has set a remarkable benchmark in handling sensitive crimes by achieving a perfect 100% investigation compliance rate for cases of sexual offences in the year 2025. This achievement, as per the national tracking system, underscores a significant improvement in procedural efficiency and a victim-centric approach in the district.
ITSSO Report Highlights Timely Justice
According to the latest data from the Investigation Tracking System for Sexual Offences (ITSSO), the district police successfully completed probes and filed charge sheets in court against the accused within the mandatory 60-day timeframe. The ITSSO is a crucial initiative of the Union Ministry of Home Affairs (MHA) designed to enable law enforcement agencies to ensure online monitoring and timely investigation of sexual assault cases.
This module is integrated with the Crime and Criminal Tracking Network and System (CCTNS), allowing for real-time tracking and reporting, which directly aids in compliance with criminal law procedures. Between January 1 and December 31, 2025, the district registered a total of 33 cases related to sexual assault against women and children. Impressively, in 30 of these 33 cases, the police completed the investigation and filed the charge sheet within the stipulated two-month period.
Zero Tolerance Policy and Pending Case Drive
In the remaining three cases, arrests have been made, and a speedy investigation is ongoing to file the charge sheet promptly. Superintendent of Police Mukesh Kumar Lunayat emphasized the district's commitment, stating that cases pertaining to sexual offences against women and children are of the highest priority. "Our district police is sensitive to such cases," SP Lunayat said, adding that they follow a strict 'zero tolerance' policy.
The police force has received specific training to handle these cases with the required sensitivity to ensure timely justice for the survivors. Beyond sexual offence cases, the district police also made significant strides in overall case disposals. In 2025, a total of 1,422 cases were lodged in the district, but an even higher number—1,898 cases—were disposed of, indicating a clearance rate that exceeded new filings.
This 33.47% increase (476 cases) in disposals is credited to a special drive launched by the police. This initiative involved periodic extensive overnight raids across all police stations and outposts to apprehend fugitive criminals and individuals with pending warrants, which significantly helped in clearing long-pending cases.
Monitoring and Future Focus
Regular and stringent monitoring of investigations until final disposal played a key role in achieving these numbers. "Along with disposing of new cases, pending cases were taken up with equal focus to deliver justice to the survivors and reduce the burden of cases on the court," explained SP Lunayat. A senior district police officer noted that the police have sufficient time to comply with the legal timeframe, but the proactive and systematic approach ensured no delays occurred.
The combined focus on leveraging technology like ITSSO for monitoring, conducting special drives to clear pendency, and instilling a culture of sensitivity and zero tolerance has positioned Seraikela-Kharsawan as a district making tangible progress in judicial efficiency and victim support in critical crime categories.
