Punjab Government Implements New Reward Policy to Combat Crime

In a significant move to bolster law enforcement efforts, the Punjab government has officially notified the 'Reward Policy of the State of Punjab for the Arrest of Wanted Criminals'. This policy, approved by the state cabinet and announced on Tuesday, empowers field officers and heads of wings to sanction financial rewards to both members of the public and police personnel involved in successful criminal apprehensions.

Empowering Officers with Financial Incentives

Punjab Director General of Police (DGP) Gaurav Yadav detailed the hierarchical structure of reward sanctions under this new framework. According to the policy, Senior Superintendents of Police (SSPs) are authorised to grant rewards of up to Rs 1 lakh. Commissioners of Police and Inspector General or Deputy Inspector General ranges can approve amounts up to Rs 1.5 lakh, while wing heads have the authority to sanction rewards up to Rs 2 lakh. For rewards exceeding Rs 2 lakh, the DGP holds the final approval power.

"The policy aims to incentivise both members of the public and police personnel for providing credible and actionable information that leads to the identification, location, and arrest of criminals evading the law," stated DGP Yadav. He emphasised that this initiative covers a broad spectrum of wanted individuals, including absconders, proclaimed offenders, habitual offenders, and accused persons who are deliberately avoiding arrest.

Transparency and Safety at the Core

DGP Yadav clarified that the rewards are considered ex gratia payments and cannot be claimed as a matter of right. The quantum of each reward will be determined on a case-by-case basis, taking into account several critical factors. These include the gravity of the offence, the level of risk undertaken by the informer, and the overall quality and reliability of the information provided.

To ensure transparency and maintain high standards of safety, the policy mandates a structured recommendation process. The immediate supervisory gazetted officer involved in the operation must submit a detailed and reasoned recommendation. This document must certify the credibility of the information received and outline the specific roles played by the individuals involved in the arrest process.

"The identity of people providing information will be protected at all stages," DGP Yadav emphasised, highlighting the government's commitment to safeguarding informants from potential retaliation or exposure.

This policy represents a strategic shift in Punjab's approach to criminal justice and public safety. By financially incentivising both the public and police forces, the government aims to foster a more collaborative environment in the fight against crime.
