In a significant move to gain firsthand understanding, two senior judges of the Madras High Court have decided to personally inspect Chennai's iconic Marina Beach. The inspection, scheduled for December 22 at 9 am, aims to scrutinize the Greater Chennai Corporation's proposed plans to regulate beach vending and the facilities under the Blue Flag Area Scheme.
Court Seeks Clarity on Beach Plans
The bench comprising Justice R Suresh Kumar and Justice A D Jagadish Chandira ordered the field visit after reviewing reports submitted by the GCC and the state environment department. The judges expressed the need for "complete clarity" on the ground realities before passing any orders.
They specifically want to verify the exact locations earmarked for vendor shops along the service road, the amount of beach area that will remain freely accessible to the public for enjoyment, and the specifics of the amenities planned under the Blue Flag certification initiative.
Stakeholders Directed to Be Present
The court has mandated the presence of key officials during the inspection to provide full assistance. The list includes:
- Representatives from the Tamil Nadu state government.
- The Commissioner of the Greater Chennai Corporation and subordinate officials.
- The Chennai City Police Commissioner or designated officers.
- Revenue authorities, headed by the District Collector, along with relevant revenue records and a detailed sketch map of Marina Beach.
- Representatives from any other government agencies involved in the issue.
Inspection Rooted in Public Interest Plea
The court's proactive step originates from a plea filed by Devi, a resident of Triplicane, who has sought directions to the GCC to allot her a shop on the Marina. The inspection will allow the judges to assess the situation comprehensively, balancing regulatory measures with the rights and interests of vendors and the general public.
