The Kolkata Police on Friday issued a detailed advisory regarding noise control during Muharram processions, strictly prohibiting the use of loudspeakers and musical instruments after 10 PM. The directive, aimed at maintaining public order and peace, warns of legal action against violators.
Advisory Details and Restrictions
According to the official statement from the Kolkata Police, all processions must comply with the West Bengal Noise Control Rules. No sound-amplifying devices, including loudspeakers and DJ systems, are permitted beyond the stipulated time of 10 PM. The police have also banned the playing of music or any form of sound production that exceeds permissible decibel limits.
The advisory specifically mentions that any violation will attract penal action under the Noise Pollution (Regulation and Control) Rules, 2000, and the Indian Penal Code. Police personnel have been deployed at key locations to monitor compliance and ensure that the processions do not disturb the peace.
Previous Incidents and Enforcement
In previous years, the Kolkata Police faced criticism for lax enforcement during religious festivals, leading to noise complaints from residents. This year, the force has taken a proactive stance, with senior officials stating that strict action will be taken against anyone found violating the norms. The advisory also requests organizers to obtain necessary permissions and adhere to the designated routes and timings.
Deputy Commissioner of Police (Headquarters) A. Roy said, "We urge all participants to cooperate with the authorities to ensure a peaceful observance. Any non-compliance will be dealt with strictly as per law."
Public Reaction and Compliance
Residents have welcomed the move, with many expressing relief over the anticipated reduction in noise pollution. Local community leaders have also pledged to follow the guidelines. The police have set up a helpline number for citizens to report violations during the processions.
The Muharram processions are expected to take place across the city on Sunday, with thousands of participants. The Kolkata Police has assured that adequate security arrangements have been made to prevent any untoward incidents.
