Indore Takes Hard Stance on Killer Kite String After Recent Deaths

The district administration in Indore has declared a complete zero-tolerance approach toward the use, storage, and sale of synthetic kite string, commonly known as Chinese manjha. This decisive action comes directly in response to tragic reports of two fatalities and injuries to more than a dozen people caused by this dangerous material in recent weeks.

Fresh Advisory Warns of Severe Criminal Consequences

In a new and strongly worded advisory, District Collector Shivam Verma issued a clear warning to the public. He stated that any negligence resulting in death due to the banned string will now face severe criminal prosecution. The administration is no longer treating this as a simple violation of a ban.

Recent incidents across the city have starkly highlighted the lethal nature of Chinese manjha. This synthetic thread has not only maimed or killed numerous birds but has also caused life-threatening injuries to commuters and pedestrians. Victims have suffered deep cuts to the throat and face.

Stringent Legal Provisions Now in Force

In light of the recent casualties, the administration has invoked much stricter legal provisions to deter potential violators. The use of Chinese manjha is now considered a serious criminal act under new laws.

The official order specifically cites Section 106(1) of the Bharatiya Nyaya Sanhita, 2023. This section states that causing death by any rash or negligent act, such as using the banned kite string, can lead to imprisonment of up to five years along with a heavy financial penalty.

The order further clarifies the legal stance regarding minors. It reads, "As per high court directives, if a minor is caught using Chinese manjha, their parents or guardians will be held legally responsible and will face action."

Violators will also face charges under Section 223 of the BNS 2023 for disobeying orders promulgated by a public servant. Additionally, strict enforcement of the ban continues under Section 163 of the Bharatiya Nagarik Suraksha Sanhita.

Collector's Appeal for Public Safety

Collector Shivam Verma made a direct appeal to the residents of Indore. He urged them to prioritize public safety and the protection of birds, especially during the ongoing kite-flying season.

"The use of this synthetic thread is a non-pardonable offence," Verma emphasized. "We urge citizens to cooperate fully with the administration. Please use only traditional cotton thread and ensure the safety of your fellow residents."

The administration's message is unequivocal. They are determined to prevent further tragedies by enforcing the law with the utmost seriousness. The community's cooperation is seen as essential to making the skies of Indore safe again.
