Government Calls for Coordinated Action Against Online Crimes Targeting Women and Children
In a significant address highlighting the escalating challenge of digital offenses, Home Secretary Govind Mohan on Friday urged law enforcement agencies to ensure a prompt and coordinated response to online crimes against women and children. Speaking at the inaugural session of the national dialogue on 'Online Crimes Against Women and Children' (OCWC), organized by the Indian Cyber Crime Coordination Centre (I4C) in New Delhi, Mohan stressed the critical need for robust institutional mechanisms.
Strengthening Institutional Capacities
Mohan called upon states and union territories to enhance their institutional capacities by developing specialized units and dedicated response mechanisms. The objective is to ensure timely investigation, comprehensive victim support, and swift action against perpetrators. This initiative aims to create a more secure digital environment, with Mohan emphasizing the importance of collaboration among all stakeholders.
"Under the leadership of Prime Minister Narendra Modi and the guidance of Home Minister Amit Shah, the Government of India remains committed to strengthening institutional mechanisms and fostering collaboration among all stakeholders to ensure a safe, secure, and dignified digital environment for women and children across the country," stated the Ministry of Home Affairs in an official release.
Key Discussion Points at the National Dialogue
The national dialogue brought together key stakeholders to deliberate on strengthening coordinated mechanisms for prevention and effective response. Discussions focused on several critical areas:
- Emerging trends and patterns in online crimes against women and children.
- Strengthening investigative frameworks and enhancing digital forensics capabilities.
- Improving victim support systems and streamlining reporting mechanisms.
- Enhancing coordination with digital platforms for the timely removal of harmful content.

Launch of Master Trainers Induction Programme
The inauguration also marked the launch of the Master Trainers Induction Programme across states and union territories. This programme is designed to create a national pool of trained officers who will lead capacity-building initiatives in their respective regions. Selected officers will be equipped with specialized knowledge, advanced investigative techniques, and best practices to address emerging cyber threats targeting women and children.
These master trainers will further educate law enforcement personnel at state and district levels, thereby strengthening the country’s overall response framework to such crimes. The programme underscores the government’s proactive approach to building a resilient defense against digital offenses.
Multi-Stakeholder Participation
The national dialogue witnessed participation from a diverse group of stakeholders, including senior officials from state and union territory law enforcement agencies, representatives from various ministries and departments of the Government of India, social media intermediaries, internet service providers, academia, civil society organizations, legal experts, and student representatives.
Mohan appealed to all participants to work collectively towards ensuring a safe and secure digital ecosystem. "The national dialogue provides a platform for knowledge exchange, sharing of best practices, and collective deliberation on building a coordinated national strategy to address the evolving challenges posed by online crimes in the digital environment," he remarked.
