Stringent Penalties for Assaults on Lawyers
The proposed legislation includes strict provisions to deter attacks on legal professionals. According to the bill:
- Assaulting or using criminal force against an advocate can result in imprisonment of up to two years and a fine of up to Rs 55,000.
- Causing grievous hurt to an advocate carries a maximum penalty of seven years' imprisonment and a fine of up to Rs 1 lakh.
- Intimidating or harassing an advocate may lead to up to two years in jail and a fine of up to Rs 25,000.
- If such threats involve death, grievous hurt, or property destruction, imprisonment can extend to seven years.

The state cabinet emphasized that the bill aims to establish a balanced statutory mechanism. It seeks to protect advocates from targeted violence and harassment while incorporating appropriate checks and penalties to prevent any potential abuse of these protections.
The cabinet stated, "The Constitution of India envisages a justice delivery system based on the rule of law, access to justice, and the independence of institutions essential to the administration of justice."

In recent years, Goa has witnessed an increase in incidents against advocates while they discharge their professional duties, including:

- False implication in criminal cases
- Damage to property

The cabinet warned, "Interference with advocates in the lawful discharge of their duties impairs the fundamental right of litigants to legal representation and access to justice."
