The Bombay High Court's Kolhapur bench has taken a decisive step by initiating a suo motu public interest litigation (PIL) concerning the deplorable condition and severe shortage of public toilets and urinals in Kolhapur city. The bench, comprising Justice Nitin B Suryawanshi and Justice Ajit B Kadethankar, officially took cognizance of the issue on February 25. In their observations, the court emphasized the significant influx of thousands of devotees who visit Kolhapur for the Darshan of Ambabai, only to face a dire lack of adequate public sanitation facilities. The court noted that this forces people to resort to using lodges for their basic needs, highlighting a clear failure on the part of the Kolhapur Municipal Corporation (KMC) to fulfill its duty.
"Prima facie from the news item it appears that Kolhapur Municipal Corporation is failing in its duty to provide essential civic amenities like public toilets and urinals to the citizens and public at large," the court stated, underscoring the urgency of the matter.
Appointment of Amicus Curiae and Legal Proceedings
To assist in the proceedings, the court has appointed Aditya A Raktade as the Amicus Curiae. His role will be crucial in preparing a comprehensive PIL petition that addresses the systemic issues plaguing the city's public sanitation infrastructure.
