Aadhaar Misuse for De-Addiction Drugs: Civil Surgeon Summoned

The Punjab State Human Rights Commission has summoned the Civil Surgeon of Ludhiana to appear personally with a compliance report by August 14, following allegations of Aadhaar card misuse at a drug de-addiction centre. The case involves 98 de-addiction tablets fraudulently issued in the name of Tarsem Bhardwaj, a resident of Beeja village in Khanna tehsil.

How the Fraud Came to Light

Bhardwaj discovered the fraud when he underwent a dope test for an arms licence. Records showed 98 de-addiction pills against his name, despite him never consuming narcotics. He immediately filed a complaint with the Punjab State Human Rights Commission.

Commission's Action and Previous Notices

The Commission had earlier issued directions on January 9 and March 12 to the Civil Surgeon and the Director of Health and Family Welfare, Punjab, seeking a detailed action-taken report. However, Bhardwaj alleged no satisfactory action was taken. Following a fresh application on April 10, the Commission issued a fresh notice summoning the Civil Surgeon in person.

Victim's Demands and Police Involvement

Bhardwaj has demanded a fair inquiry, strict legal action against the guilty, immediate deletion of his Aadhaar number from the portal, and compensation for reputational damage. He also approached the DIG, Ludhiana Range, who assured him that a report would be sought from Khanna police.

“I have never taken any drugs in my life. This is a serious case of identity theft and fraud. I only want justice and accountability,” said Bhardwaj.
