Maharashtra has introduced a landmark piece of legislation—the 'Women Farmers Empowerment Bill'—aimed at formally recognising women engaged in agriculture and allied activities. The bill seeks to ensure that women farmers receive legal recognition, rights, and opportunities equal to their male counterparts.
Key Provisions of the Bill
The bill, tabled in the state legislature, defines a 'woman farmer' as any woman who is actively involved in agricultural operations, including cultivation, horticulture, animal husbandry, fisheries, and other allied activities. It mandates that all state agricultural schemes and subsidies must explicitly include women farmers as beneficiaries. Additionally, the bill proposes a dedicated fund to provide financial assistance and training to women farmers.
According to state officials, the legislation is expected to benefit over 10 million women engaged in agriculture across Maharashtra. The bill also includes provisions for land rights, ensuring that women farmers have equal access to land ownership and tenancy rights.
Government's Vision
Chief Minister Devendra Fadnavis, while introducing the bill, stated, "This bill is a historic step towards empowering women who form the backbone of our agricultural economy. It will not only recognise their contribution but also provide them with the legal framework to access resources and opportunities." He further emphasised that the government is committed to ensuring that women farmers are no longer invisible in policy and practice.
Impact on Women Farmers
The bill is expected to have a transformative impact on rural women. It will enable them to avail of government schemes, credit facilities, and insurance products specifically designed for farmers. Women farmer groups and cooperatives will be given priority in government procurement and marketing support.
Activists have welcomed the move, noting that women constitute nearly 60% of the agricultural workforce in Maharashtra but have historically been denied recognition as farmers. The bill addresses this disparity by providing a legal identity to women farmers, which is crucial for accessing benefits and entitlements.
Implementation Roadmap
The state government plans to roll out the bill in phases, starting with a pilot program in five districts. A comprehensive awareness campaign will be launched to educate women farmers about their rights under the new law. The government will also set up a monitoring committee to oversee implementation and address grievances.
Opposition parties have raised concerns about the adequacy of funding and the timeline for implementation. However, the government has assured that adequate budgetary allocations will be made in the upcoming state budget.
