Varanasi Municipal Corporation Achieves Historic Revenue Milestone with 330% Growth

The Varanasi Municipal Corporation has achieved a remarkable financial breakthrough, shattering all previous revenue collection records. In an unprecedented surge, the corporation's revenue has skyrocketed from Rs 94 crore in the 2022-23 fiscal year to an astounding Rs 404 crore in 2025-26. This represents nearly a fourfold increase, marking a historic milestone for the municipal body.

Property Tax Collection Exceeds All Expectations

Municipal Commissioner Himanshu Nagpal revealed that while the target for property tax collection in 2025-26 was set at Rs 225 crore, the actual collection reached an impressive Rs 267.55 crore. This achievement is particularly noteworthy considering that house tax rates have remained unchanged since 2010, with no increase of even a single rupee over the past fifteen years.

Remarkably, the corporation also waived a substantial Rs 76 crore surcharge on water tax and sewer tax during this period. Despite having no major industrial units within urban limits, the municipal corporation has managed to increase its revenue by approximately 330% in just three years.

Digital Transformation Drives Revenue Growth

The number of building owners paying house tax has surged dramatically from 1.22 crore in 2023 to 1.82 crore. The final day of the 2025-26 financial year witnessed a record-breaking 7,000 building owners depositing Rs 27 crore in tax payments. Among these, 1,229 individuals contributed Rs 1.55 crore through online transactions.

The Digital India campaign has emerged as the primary catalyst for this transformation. Varanasi Municipal Corporation has become the first municipal body in the state to implement an integrated billing system for house, water, and sewer taxes, streamlining the payment process for citizens.

Comprehensive Revenue Stream Enhancement

Beyond property tax, the corporation has significantly boosted income from multiple sources:

  • Road cutting: Rs 15.22 crore collected
  • Advertisement revenue: Rs 12.18 crore collected
  • Shop rent: Rs 5.57 crore collected

The substantial increase in advertisement revenue and license fees indicates a thriving commercial environment within the city. Varanasi Municipal Corporation has not only enhanced property tax collection but has also systematically improved income from diverse sources including parking fees, shop rentals, and road cutting permissions.

Strict Compliance Measures Implemented

Commissioner Nagpal emphasized that building owners who missed the March 31 tax deadline will find their previous dues, along with accrued interest, automatically added to their 2026-27 bills. Additionally, the corporation has imposed a 50% late fee on non-tax items such as shop rent and license fees to ensure timely compliance.

This comprehensive approach to revenue management demonstrates how digital innovation combined with strategic financial planning can transform municipal governance and create sustainable urban development models.
