The Punjab government has officially launched a comprehensive Rs 700 crore Next Generation Road Renovation Programme specifically for Mohali, marking a significant investment in urban infrastructure. This ambitious initiative is designed to upgrade major roads and key junctions across the city, with the primary goals of improving traffic flow and strengthening core urban infrastructure. The project is set to follow the National Highways Authority of India (NHAI) pattern under the Hybrid Annuity Model (HAM), incorporating a robust 10-year maintenance component to ensure long-term sustainability.

Project Timeline and Official Announcement

Addressing the media at Punjab Bhawan, Housing and Urban Development Minister Hardeep Singh Mundian provided detailed insights into the programme. He announced that the road works are scheduled to commence in February and are expected to be completed by October. Minister Mundian emphasized that this initiative has been meticulously prepared in alignment with Mohali's master plan, aiming to enhance mobility across critical stretches and address longstanding infrastructure challenges.

Scope and Key Features of the Road Upgrade

Under this programme, major roads and junctions managed by the Greater Mohali Area Development Authority (Gmada) and the Municipal Corporation (MC) will undergo significant upgrades. The scope of work includes:

  • Strengthening arterial roads to support increased traffic and improve durability.
  • Easing congestion at key points through strategic redesign and optimization of junctions.
  • Repairing and resurfacing damaged stretches to provide smoother and safer commuting experiences for residents and commuters.

In addition to functional improvements, the plan incorporates beautification elements such as landscaping, modern lighting, and enhanced green cover at important junctions, contributing to a more aesthetically pleasing urban environment.

Financial Model and Implementation Strategy

Explaining the financial framework, Minister Mundian detailed the Hybrid Annuity Model (HAM) that will govern the project. This model follows a 40:60 payment structure:

  1. 40% of the project cost will be paid during the construction phase, ensuring timely progress and contractor engagement.
  2. The remaining 60% will be initially borne by the contractor, with the government compensating through annuity payments over a 10-year period, aligning incentives for quality and long-term maintenance.

This approach not only facilitates efficient funding but also ensures accountability and sustained infrastructure performance, setting a benchmark for future urban development projects in Punjab.
