In a significant bureaucratic development, the Punjab government has officially sent panels comprising four Indian Administrative Service (IAS) officers and six Punjab Civil Service (PCS) officers to the Chandigarh administration for consideration and selection. From these panels, one IAS officer and two PCS officers are slated to be chosen for deputation to the Union Territory administration.

Details of the IAS Officer Panel

According to official sources, the Punjab government forwarded the IAS panel after the Chandigarh administration sought fresh recommendations. The IAS officers whose names have been submitted include:

  • Harpreet Sudan and Amit Talwar, both from the 2013 batch.
  • Preeti Yadav and Jaspreet Singh, both from the 2014 batch.

Amit Talwar transitioned from the Punjab Civil Services (PCS) cadre to the IAS, while the other three officers—Harpreet Sudan, Preeti Yadav, and Jaspreet Singh—are direct IAS recruits. Notably, Talwar has prior experience serving with the Chandigarh administration, having held key positions such as additional deputy commissioner (ADC) and director of transport. In contrast, the other three officers have never served in the Union Territory.

All four officers have undertaken important administrative assignments in Punjab, including postings as deputy commissioners (DCs). Specifically, Harpreet Sudan and Amit Talwar served as DCs of Amritsar, while Preeti Yadav and Jaspreet Singh served as DCs of Patiala and Jalandhar, respectively.

PCS Officer Panel and Selection Process

In addition to the IAS panel, the Punjab government has submitted a panel of six PCS officers, from which two officers will be selected. The nominated PCS officers are:

  1. Avneet Kaur
  2. Avikesh Gupta
  3. Balbir Raj Singh
  4. Ravinder Singh Arora
  5. Inder Pal
  6. Deepankar Garg

Sources within the Chandigarh administration indicated that since the names of all ten officers—four IAS and six PCS—have been formally forwarded, the selection process will be conducted at the highest level. The final decision rests with Punjab Governor and Chandigarh Administrator Gulab Chand Kataria.

The scrutiny of these officers will involve multiple parameters, including work experience, professional image, service conduct, past service record, and other relevant aspects. Officials have suggested that the selection process may take anywhere from one to ten days to complete.

Background and Context

These fresh panels have been sent following the Chandigarh administration's recent return of earlier panels received from Punjab and Haryana, citing anomalies. While Punjab has now provided a revised panel, the Chandigarh administration is still awaiting a fresh Haryana Civil Service (HCS) officers' panel from the Haryana government.

This move underscores ongoing efforts to streamline bureaucratic appointments and ensure efficient governance in the Union Territory, with a focus on selecting officers based on merit and experience.
