Pune Municipal Corporation Implements 14-Hour Daily Limit on Construction Activities
The Pune Municipal Corporation (PMC) has taken decisive action to address growing environmental concerns by restricting all construction and excavation work within city limits to a 14-hour daily window. The new directive, which took immediate effect on Wednesday, permits such activities exclusively between 7:00 AM and 9:00 PM.
Response to Resident Health Complaints
City Engineer Aniruddha Pawaskar issued the official order following a significant increase in health-related grievances from residents affected by construction-induced pollution. "The directive was issued following a surge in construction-induced health-related complaints from residents," Pawaskar confirmed to The Times of India. He emphasized that the civic administration will take strict action against violators, including issuing stop-work orders if complaints are found to be valid.
Residents experiencing issues related to construction noise or air pollution now have multiple channels to register their concerns:

- Reaching out to the building permission department
- Filing formal complaints with civic administration officials
Enhanced Monitoring and Enforcement Measures
Environmental expert Vaishali Patkar has called for robust monitoring systems to ensure compliance with the new regulations. "The civic administration should strictly monitor sites. More manpower should be involved in this work," Patkar recommended. She suggested implementing technological solutions such as GPS-enabled cameras for flying squads to efficiently detect and address norm violations across construction sites.
The PMC's building permission department grants approximately 2,500 construction approvals annually within municipal boundaries. This number is projected to increase substantially as the PMC has recently become the planning authority for 23 newly merged areas, expanding its jurisdictional responsibilities.
Political Context and Budgetary Concerns
The construction restrictions announcement coincided with political discussions about the PMC budget for 2026-27. Opposition parties have raised concerns about what they describe as an "imbalance" in fund allocation. Congress corporators have complained that opposition representatives received inadequate budgetary provisions, while Nationalist Congress Party members criticized the budget as "not realistic" due to insufficient measures to increase municipal revenue.
A special general body meeting convened on Wednesday specifically to discuss the civic budget highlighted these ongoing political tensions within the municipal administration.
