Odisha Government Launches Siti-Odisha as Premier Policy Think Tank
The Odisha government has announced a significant governance reform with the establishment of the State Institute for Transformative Initiatives (Siti-Odisha). This new body will serve as the state's apex policy research and strategic advisory institution, positioned to steer long-term development in alignment with both Samrudha Odisha 2036 and Viksit Bharat 2047 initiatives.
Replacing Conventional Planning Mechanisms
This strategic move follows the dissolution of the State Planning Board on July 18, 2024. Officials indicated that the decision reflects the state's commitment to moving beyond traditional planning frameworks toward more dynamic, forward-looking governance structures. The resolution establishing Siti-Odisha was issued by the planning and convergence department, which will maintain administrative control over the new institution.
Modeled after the national-level Niti Aayog, Siti-Odisha represents a transformative approach to state governance. According to a statement from the Chief Minister's Office, the institute will provide "a forward-looking institutional framework anchored in strategic policy thinking, innovation, cooperative federalism and outcome-based governance."
Comprehensive Advisory Mandate Across Six Key Areas
The resolution outlines Siti-Odisha's broad advisory responsibilities across six critical thematic areas:
- Economy and finance
- Rural economy and livelihoods
- Employment and urban development
- Ideation and innovation
- Energy transition
- Environment, forests, mining and natural resources

Governance Structure and Leadership Framework
The institute will be governed by a council chaired by the Chief Minister, with the following composition:
- A vice-chairperson appointed by the Chief Minister in the rank of cabinet minister
- Four full-time members of eminence with domain expertise in the rank of minister of state
- Nine ex-officio members
- Two special invitees
The governing council is mandated to meet at least once annually, with provisions for additional meetings as required by emerging policy challenges or strategic priorities.
Operational Architecture and Supporting Institutions
Under the proposed organizational structure, the development commissioner-cum-additional chief secretary will function as the member secretary. Additionally, the Chief Minister will appoint a chief executive officer for a fixed tenure, drawn from the IAS cadre in the rank of principal secretary or commissioner-cum-secretary.
Siti-Odisha will be supported by several operational units:
- A programme director overseeing implementation
- A multidisciplinary Project Implementation Unit
- An administrative wing managing day-to-day operations
An attached institution, the State Monitoring and Evaluation Office, will function under Siti-Odisha as the nodal body for evidence-based governance and performance tracking of government programmes. This integration ensures that policy recommendations will be grounded in rigorous data analysis and outcome measurement.
