Odisha Transport Department Identifies 26 Critical Accident Zones on NH-16, Demands Immediate NHAI Action
In a significant move to curb road fatalities, the Odisha state transport department has officially flagged 26 highly accident-prone stretches along National Highway-16 (NH-16) within Khurda district. The department has urgently called upon the National Highways Authority of India (NHAI) to implement corrective measures to enhance safety and prevent further loss of life on this crucial corridor.
Comprehensive Audit Reveals Alarming Safety Deficiencies
Transport Department Secretary N B S Rajput, in a formal letter dispatched to NHAI Regional Officer Birendra Singh, detailed the findings of a comprehensive road safety audit. This audit, prompted by earlier alerts from the Khurda district administration, uncovered a series of critical engineering and infrastructural flaws contributing to frequent and severe accidents.
The audit report highlighted multiple systemic failures, including:
- Inadequate road signage and faded lane markings
- Poor illumination at major junctions and intersections
- Unsafe and unauthorized median openings
- Defective service roads and improper merging lanes
- A complete lack of pedestrian infrastructure like foot overbridges and protective guardrails
- Unchecked high-speed traffic flow without any calming mechanisms
Severe Accident Statistics Prompt Urgent Call to Action
The gravity of the situation was underscored in a joint communication from the Khurda Collector, Superintendent of Police, and Regional Transport Officer to the NHAI on March 19. Their letter emphasized that the rising toll of grievous injuries and fatalities is creating serious public safety and law-and-order concerns for the district.
"The severity of accidents on these stretches includes catastrophic head-on collisions, dangerous rear-end crashes, frequent pedestrian knockdowns, and a high number of two-wheeler rider fatalities," the letter stated.
Supporting this urgency, official data reveals Khurda district ranked as the sixth-worst in Odisha for road fatalities in 2025, recording a staggering 1,292 accidents that resulted in 375 deaths. Secretary Rajput described NH-16 as a "highly vulnerable corridor" primarily due to these persistent engineering flaws.
NHAI Directed to Implement Short and Long-Term Safety Measures
The transport department has mandated the NHAI to execute a combination of immediate and sustained interventions. The prescribed corrective actions include:
- Installation of crash barriers and rumble strips
- Erection of advanced chevron signage for better visibility
- Construction of channelization islands to manage traffic flow
- Permanent closure of all unauthorized median openings
The NHAI has been directed to submit a detailed action-taken report by April 30, 2026, outlining steps initiated to address these critical issues.
High-Level Monitoring and Upcoming Compliance Review
The issue is receiving attention at the highest levels of governance. The transport department noted that the Supreme Court Committee on Road Safety is actively monitoring Odisha's road safety scenario, while the state Chief Secretary conducts regular progress reviews.
Secretary Rajput is scheduled to convene a compliance review meeting in early May 2026 to assess the NHAI's response, before the matter is escalated to the Chief Secretary's next review session.
In response to the directive, an NHAI official acknowledged the concerns, stating, "We have taken the suggestions from the transport department very seriously. Corrective work has already commenced to address the identified safety issues on NH-16."
