The National Highways Authority of India (NHAI) issued a critical directive on Wednesday, instructing all banks that issue FASTags to undertake immediate validation of Vehicle Registration Numbers (VRNs) linked to the smart tags they have distributed. This move aims to address discrepancies that could undermine toll enforcement and lead to significant revenue evasion.
Banks Directed to Blacklist Incorrect FASTags
In a firm stance, the NHAI has ordered banks to blacklist FASTags that are found to be linked to incorrect or invalid VRNs. This action follows numerous complaints where the VRN captured by FASTag readers at toll plazas does not match the registration number displayed on the vehicle's license plate. Such mismatches pose a serious threat to the integrity of toll collection systems.
The highways authority emphasized that these discrepancies have the potential to undermine enforcement mechanisms and may result in the evasion of government revenue. Additionally, they could attract penal provisions under the Motor Vehicles Act, highlighting the legal ramifications for non-compliance.
Root Causes and Historical Context
A considerable number of these VRN mismatches are associated with FASTags issued prior to the integration of tags with the Vahan database. During that period, validation mechanisms were relatively limited and relied more on manual processes, leading to potential inconsistencies in vehicle identification records. This historical gap in verification has now necessitated a thorough review and correction by banks.
Importance for Future Tolling Systems
The accurate mapping of VRNs with FASTags is particularly crucial in light of the impending rollout of Multi-Lane Free Flow (MLFF) or barrierless tolling. Under the MLFF framework, enforcement actions, including the issuance of electronic notices (e-Notices) to non-compliant vehicles, will significantly depend on precise and verified vehicle identification data.
