Mysuru Deputy Commissioner Enforces Strict Guidelines for SC/ST Fund Utilization

In a decisive move to uphold legal mandates, Deputy Commissioner G Lakshmikanth Reddy of Mysuru has issued clear directives to officials regarding the proper allocation and use of funds under the Scheduled Caste Sub-Plan (SCP) and Tribal Sub-Plan (TSP) Act. Emphasizing that these grants are exclusively reserved for the socio-economic and educational advancement of SC/ST communities, Reddy stressed that any diversion or misuse will not be tolerated.

Training Workshop and Official Directives

The DC made these remarks while inaugurating a comprehensive training workshop at the University Science Bhavan, organized collaboratively by the district administration, Zilla Panchayat, and departments of women and child development and social welfare. This workshop aimed to educate district, taluk, and MCC-level implementing officers on the nuances of the SCP-TSP framework.

Reddy highlighted the importance of the SC/ST grievance committee, which convenes quarterly to address community concerns. He specifically addressed complaints about sites intended for SC/ST beneficiaries being allotted to ineligible individuals, assuring that thorough verification processes will be implemented to prevent such occurrences.

Addressing Misuse and Ensuring Accountability

Furthermore, the DC acknowledged reports of SCP-TSP funds being improperly utilized for infrastructure projects like road and drainage work in areas with minimal SC/ST populations. He directed that such cases must be promptly investigated to ensure compliance with the law.

To reinforce transparency and accountability, Reddy instructed officials to strictly adhere to government guidelines and approved work charts. He mandated that projects should only proceed after proper listing and approval by the concerned City Corporation or gram panchayats. Additionally, he required assistant directors and joint directors of the social welfare department to personally inspect and certify development works in SC/ST-dominated areas.

Budget Allocation and Legal Implications

Social Welfare Joint Director B Rangegowda provided context by noting that 24.1% of the budget is earmarked under SCP-TSP for the upliftment of these communities. He cautioned that any misuse of these funds could lead to severe legal penalties and urged all officials to ensure transparent and effective implementation of projects.

This initiative underscores the district administration's commitment to safeguarding the rights and benefits of SC/ST communities, aiming to foster equitable development through rigorous oversight and community engagement.
