MCG Launches Aggressive Recovery Drive for Pending GRAP Challans in Gurgaon
The Municipal Corporation of Gurgaon (MCG) has initiated a stringent recovery drive targeting individuals and entities with pending challans issued during the implementation of the Graded Response Action Plan (GRAP). The corporation has issued stern warnings of property sealing and even auction proceedings if dues remain unpaid.
Commissioner Directs Expedited Recovery Efforts
MCG Commissioner Pradeep Dahiya on Monday directed officials to expedite recovery operations, emphasizing that enforcement teams responsible for issuing challans will be held directly accountable for ensuring payment collection. Dahiya cautioned that negligence in recovery efforts would not be tolerated under any circumstances.
"The responsibility of recovering dues lies with the same officials who issued the challans, reinforcing accountability at every level," Commissioner Dahiya stated during a review meeting at the MCG office.
Substantial Pending Dues Identified
According to official records, 176 challans are currently pending with the corporation, amounting to significant dues of Rs 41.2 lakh. The move comes as MCG compiles a comprehensive list of violators who were fined during various enforcement drives, including those conducted under GRAP regulations, but have failed to clear their penalties.
Officials revealed that most GRAP fines were specifically issued for violations of construction norms during restricted periods when certain activities were prohibited under the environmental action plan.
Enhanced Oversight and Accountability Measures
During the review meeting, Commissioner Dahiya directed junior engineers to accelerate recovery efforts and ensure that all outstanding dues are cleared promptly. The commissioner took a firm stance on development works as well, instructing departments to avoid preparing unnecessary new project estimates unless properly justified with detailed documentation.
Officials must provide comprehensive records of past work and clear justifications for proposing similar projects again, Dahiya emphasized during the meeting.
Strengthened Grievance Redressal Systems
MCG has simultaneously strengthened oversight of its public grievance redressal systems, including the Mhari Sadak portal, Road Athena platform, and the complaint-handling system. Commissioner Dahiya ordered timely and quality resolution of all complaints and sought detailed explanations from junior engineers handling more than 40 pending cases.
The corporation announced that complaint resolution progress will now be reviewed on a weekly basis to ensure enhanced efficiency and accountability across all departments. This systematic approach aims to create a more responsive municipal administration while ensuring financial compliance from violators.
