On Tuesday, the Margao Municipal Council (MMC) witnessed chaotic scenes as serpentine queues of applicants formed outside its premises. Residents from across the region thronged the civic body in large numbers to obtain crucial income certificates, which are mandatory documents required for the renewal of various government schemes and other welfare benefits.

Annual Rush Overwhelms Civic Infrastructure

The annual convergence of residents at municipal offices during this period completely overwhelmed the MMC's service counters. In addition to the income certificate applicants, the civic body's cash section also experienced a heavy turnout as numerous citizens arrived to pay house taxes, renew trade licenses, and avail themselves of other essential municipal services.

With inadequate counters available to process the substantial volume of applications, residents found themselves forced to wait in exceptionally long queues throughout the day. This situation prompted urgent calls from the public for the administration to deploy additional staff members to streamline operations and clear the mounting backlog efficiently.

Administrative Blame and Response

Former MMC chairperson Savio Coutinho placed the blame squarely on the civic administration for the chaotic situation. "The staff handling income certificate applications were woefully inadequate to manage the annual rush," Coutinho stated emphatically, highlighting what he perceived as poor planning and resource allocation.

In response to the crisis, MMC chief officer Madhu Narvekar provided details about the administrative measures being implemented. "As soon as I learned of the overwhelming situation, I immediately deputed two market inspectors to assist the regular staff in processing the applications," Narvekar explained. "From tomorrow, we will deploy four market inspectors to support those manning the counters and ensure smoother operations."

Systemic Challenges in Welfare Documentation

The incident underscores broader systemic challenges in the administration of welfare benefits and government schemes that require annual documentation renewals. The concentration of application deadlines creates predictable bottlenecks at municipal offices each year, yet adequate preparatory measures often appear insufficient.

Residents expressed frustration at the time-consuming process, with many taking time off work to complete what should be straightforward administrative procedures.
