Maharashtra Launches Ambitious Preparations for Census 2027
In a significant move towards national data collection, Maharashtra is set to initiate the first phase of Census 2027 with a massive deployment of field personnel. The state government has confirmed that house listing operations will commence on May 16 and continue through June 14, marking a critical step in the decadal census process.
Deployment of a Vast Workforce
Officials from the census department announced on Wednesday that approximately 2.64 lakh enumerators and supervisors will be mobilized across Maharashtra for this exercise. This figure includes a 10% reserve force to ensure seamless operations. The state government formalized this schedule with a notification issued on February 26, underscoring the importance of timely execution.
Comprehensive Training Cascade
To equip this large field force, Maharashtra has implemented an extensive multi-tier training program. The training cascade began with 141 master trainers who underwent a rigorous four-day residential training in four batches between March 9 and 17. These sessions were held at the Yashwantrao Chavan Academy of Development Administration in Pune, focusing on sensitizing functionaries to maintain neutrality, handle personal inquiries with care, and uphold data confidentiality.
Following this, the master trainers will conduct district-level training for around 3,850 field trainers from April 6 to 11. Subsequently, these field trainers will train enumerators and supervisors at the tehsil level, with the entire training process slated for completion by May 8. This structured approach is designed to provide personnel with a clear understanding of census concepts, questionnaires, and digital tools.
Embracing Digital Innovation
Authorities are emphasizing the use of digital platforms to enhance efficiency and accuracy in data collection. Enumerators are being trained to utilize systems such as the Census Management and Monitoring System (CMMS), the House-Listing Block Creator (HLBC) web application, and a dedicated house-listing cellphone app. Pre-test exercises have already been conducted in select areas to assess field preparedness and test these digital systems, ensuring they are robust and user-friendly.
Legal Framework and Public Awareness
Amid concerns that some housing societies might resist enumeration, the state has directed district administrations to launch awareness campaigns. Officials have reiterated that obstructing or failing to cooperate with census activities is a criminal offence under the Census Act, 1948, punishable by fines or imprisonment. This legal backing aims to encourage full public participation and compliance.
Self-Enumeration Initiative
Ahead of the door-to-door enumeration, authorities have introduced a self-enumeration window from May 1 to 15, allowing residents to submit their details online. A senior state official explained that information provided through self-enumeration will be verified and validated by enumerators during household visits. Residents are encouraged to complete this process in advance to streamline field verification and reduce the burden on field personnel.
