Lucknow Municipal Corporation Proposes Substantial Licence Fee Increases for Commercial Establishments

The Lucknow Municipal Corporation (LMC) is set to introduce a significant proposal to revise and increase licence fees for a wide range of commercial and institutional units operating within the city limits. This important proposal will be tabled and discussed during the upcoming LMC House meeting scheduled for January 27.

Comprehensive Fee Revision Affecting Multiple Sectors

The proposed revision encompasses a diverse array of establishments, including hospitals, pathology laboratories, hotels, restaurants, and liquor shops. According to the draft proposal, these fees are poised to rise substantially, with some categories facing increases of up to five times their current rates. The new fee structure is planned to take effect from April 1, 2026, providing stakeholders with a transition period.

This proposal follows established municipal procedures. The initial approval was granted during the September 2025 House meeting, with subsequent decisions made in executive committee meetings. The LMC has already conducted a public consultation process, inviting and addressing objections from concerned parties before finalizing the draft that will be presented.

Current Licensing Framework and Compliance Challenges

Under the Municipal Corporation bye-laws established in 2003, numerous commercial and medical facilities operating within Lucknow city limits are required to obtain annual licences valid from April to March each year. This requirement applies to:

  • Medical facilities including hospitals, clinics, and diagnostic centers
  • Hospitality establishments such as hotels, restaurants, and guesthouses
  • Beverage outlets including bars and liquor shops
  • Industrial units like brick kilns

The current fee structure varies based on the size and type of establishment, with operations without valid licences being strictly prohibited under municipal regulations.

Significant Compliance Gap Revealed in LMC Data

Recent data from the Lucknow Municipal Corporation reveals concerning compliance statistics. The city hosts approximately 1,800 nursing homes, hospitals, clinics, and diagnostic centers, along with 800 liquor outlets that include English liquor shops, country liquor outlets, beer bars, and model shops. Alarmingly, fewer than half of these establishments currently hold valid licences, with over 2,000 units requiring annual renewals.

Detailed Fee Structure Changes Across Categories

The proposed fee increases vary significantly across different categories of establishments:

  1. Nursing Homes and Hospitals: Licence fees are set to double under the new proposal
  2. Hotels and Restaurants: These establishments face the steepest increases, with fees potentially rising up to five times current levels
  3. Pathology Laboratories and Liquor Shops: Significant fee hikes are proposed for these categories as well

Specific examples of the proposed changes include:

  • Model liquor shops will see annual fees increase from Rs 60,000 to Rs 85,000
  • Composite model shops selling both English liquor and beer will pay Rs 75,000 annually
  • Nursing and maternity homes with up to 50 beds will experience fee increases from Rs 7,500 to Rs 13,000 per year
  • Pathology laboratories will see their fees double from Rs 5,000 to Rs 10,000 annually
  • Dental clinics will maintain their current fee of Rs 10,000 per year

Stricter Enforcement and Penalty Provisions

The proposal includes enhanced enforcement mechanisms and penalty provisions to ensure compliance. Establishments that fail to renew their licences between April 1 and June 30 will face Rs 1,000 fines starting from August. Repeat offenders risk more severe consequences, including potential sealing of premises or confiscation of assets.

Stakeholders were provided a 15-day window to submit feedback on the proposal to the municipal commissioner at the LMC headquarters located on Triloknath Road in Lalbagh. This consultation period has now concluded as the proposal moves toward final consideration.

Upcoming Decision and Implementation Timeline

The January 27 House meeting will not only consider the fee revision proposal but also address enforcement strategies against unlicensed operations to improve overall compliance and regulation within the city. If approved during this meeting, the new fee structure will be formally notified and enforced beginning April 2026, marking a significant shift in Lucknow's municipal licensing framework.
