Kochi Grapples with Escalating Drinking Water Crisis; Emergency Meeting Planned

The city of Kochi is confronting a severe and worsening drinking water crisis, prompting the Kochi corporation to schedule an urgent meeting with the district administration. This move aims to explore immediate measures to provide water to residents in the hardest-hit areas, where shortages have become critical.

Legal Constraints Hamper Tanker Water Supply Efforts

Currently, the corporation is limited to supplying water through tanker trucks at a maximum cost of Rs 10 lakh per month, a figure that falls drastically short of meeting the escalating demand. Last week, the corporation sought legal advice to increase spending on tanker supply, but lawyers advised against it due to potential auditor objections.

Mayor V K Minimol explained, "They were against it as the auditors will object. As per the legal opinion, the officials responsible for supplying water above the limit will have to pay out of their pocket." She emphasized that the demand for drinking water is rising daily, with residents and associations clamoring for tanker deliveries to their localities.

District Administration's Inaction and Election Delays

Despite sending a request to the district administration to utilize funds under the Disaster Management Act for water supply in the worst-affected areas, no action has been taken so far. Mayor Minimol noted that district officials, including the collector, are preoccupied with electioneering activities.

"The district collector and officials are busy with electioneering. Once the polling is over, we will hold a meeting with district collector. We hope that there will be some relief to the issue," she stated, highlighting the delay in addressing the crisis due to electoral commitments.

Acute Shortages and Infrastructure Issues Worsen Situation

Several key areas in Kochi are experiencing acute drinking water shortages, including:

  • Kadavanthra
  • Vyttila
  • Pettah
  • Pachalam
  • Vaduthala
  • Palluruthy
  • Edakochi

Compounding the problem, recent pipe bursts in Kochi and surrounding regions have exacerbated the water crisis. Kerala Water Authority (KWA) officials reported completing repairs in various parts of the city, but challenges persist.

Pipeline Delays and Bureaucratic Hurdles

For instance, laying a new pipeline to the Pettah area requires road-cutting permission from the National Highway Authority of India (NHAI), along with a payment of Rs 2 lakh as road-cutting charges. A KWA official noted, "NHAI will only accept online payment, while a special order from KWA head office is needed for the same. We can resolve the issues at places like Pettah, only after the new pipes are laid." This bureaucratic process is slowing down essential infrastructure upgrades.

As the crisis deepens, the corporation's planned meeting with the district administration represents a critical step toward finding sustainable solutions and providing much-needed relief to Kochi's parched residents.
