Karnataka Urban Development Body Issues Deadline Warning to Belagavi Smart City

The Karnataka Urban Development Infrastructure Finance Corporation (KUDIFC) has formally reprimanded Belagavi Smart City Limited (BSCL) for the significant delay in submitting the crucial action plan for the ambitious Cities 2.0 project. The corporation has expressed serious concern over this lapse and has directed BSCL to submit the pending action plan by March 31, 2025.

Official Communication and Revised Deadline

In an official communication dated March 23, 2025, KUDIFC has explicitly warned that BSCL would be held fully responsible if the delay persists beyond this revised deadline. The letter specifically asks BSCL to submit a detailed action plan that outlines the components for upgrading the city's solid waste management system by the end of March.

This delay has raised substantial concerns regarding the overall progress of the Cities 2.0 project, especially since central government guidelines mandate the submission of a comprehensive and feasible plan before March 31. The action plan must be finalized jointly by BSCL and the Belagavi City Corporation (BCC), in close consultation with public representatives and all relevant departments.

Procedural Hurdles and Administrative Efficiency

KUDIFC had previously issued a reminder on December 26, 2024, highlighting the urgency of the matter. The ongoing delay has now cast doubts on the administrative efficiency of the involved bodies. According to established procedure, the action plan must first receive clearance from the state-level Swachh Bharat technical committee before it can be forwarded to the central government for final approval.

Any further delay at this critical stage could severely impact the entire approval process, potentially jeopardizing the timely implementation of the project and the associated funding.

Reasons for Delay and Planned Response

BSCL Managing Director Kavita Warangal has attributed the delay to initial uncertainty over the contribution of the share amount by the Belagavi City Corporation. However, she noted that this issue has recently been clarified, removing a major obstacle.

In response to the KUDIFC letter, BSCL has scheduled an emergency meeting of all stakeholders. This meeting will include public representatives, concerned non-governmental organizations, and other eminent personalities to finalize the project components and expedite the submission process.

The Cities 2.0 project is a key initiative aimed at enhancing urban infrastructure and services in Belagavi, making the timely submission of this action plan critical for the city's development trajectory.
