Jaipur's All-Women Water Department Serves 3.6 Lakh Residents for Over 3 Years

For the past three and a half years, more than 360,000 residents of Jaipur city have relied on a dedicated team of approximately 20 women for their daily drinking water supply. These residents are spread across 23 wards under the Jaipur Municipal Corporation, highlighting the critical role this all-female workforce plays in urban infrastructure.

Pink Circle Initiative Launched in 2022

On October 10, 2022, the Public Health Engineering Department (PHED) officially designated its Malviya Nagar division as a "Pink Circle." This initiative involved appointing women to every position within the division, ranging from executive engineer to Group D staff. The move was designed to promote gender inclusivity and empower women in public service roles.

Bhawana Meena, the executive engineer overseeing the Malviya Nagar division under the Jaipur (South) Circle of PHED, expressed pride in leading this unique team. "It's a matter of immense pride for me to manage a division that is entirely run by women employees. We strive to deliver the best possible services to the 3.6 lakh residents who depend on us for their daily supply of Bisalpur Dam water," she stated.

Comprehensive Responsibilities Beyond Water Supply

The women's team handles a wide array of duties beyond the daily distribution of Bisalpur water. Their responsibilities include:

  • Providing new water connections to households and businesses.
  • Maintaining pipelines and other critical infrastructure.
  • Raising and processing water bills for residents.
  • Checking for illegal connections and unauthorized booster pumps.
  • Ensuring timely collection of due bills to sustain operations.

This comprehensive approach ensures that the water supply system remains efficient, transparent, and accessible to all residents in their jurisdiction.

Round-the-Clock Dedication and Field Work

Unlike typical office jobs, the women of the Malviya Nagar division often work beyond normal hours to ensure uninterrupted water supply. Meena emphasized their commitment: "Besides regular working hours, we also perform our duties during odd hours. Team members are frequently seen in the early morning or late at night—during actual water supply times—to monitor operations and address any issues promptly."

She added, "For most of us, this isn't just a convenient work-from-office job. We need to move around the areas under our jurisdiction to ensure that no resident is left without water. It's a hands-on role that requires constant vigilance and dedication."

Symbolic Office Design and Cultural Significance

The PHED office in Malviya Nagar, located near Sector II Satkar Shopping Mall, stands out with its distinctive pink walls. This color choice symbolizes both feminism and the historic Walled City of Jaipur, reflecting the division's commitment to women's empowerment and local heritage. The office serves as a visible reminder of the progressive steps taken by the department to integrate gender equality into public service.

The success of this all-women team over more than three years demonstrates how targeted initiatives can enhance service delivery while promoting social change. As Jaipur continues to grow, such models may inspire similar efforts in other sectors, ensuring reliable utilities and inclusive employment opportunities for women across India.
